Chapter One: RELATIVE ECONOMIC BACKWARDNESS

“RELATIVE ECONOMIC BACKWARDNESS” is the fundamental basic concept that ALEXANDER GERSCHENKRON utilizes with frankly positive results to explain clearly and precisely the specific characteristics, the successive resurgences of France, Germany, and Russia in the Nineteenth Century. The cited author demonstrates how each one of these impulses was always accompanied by a specific set of ideas related to the cause of such or such backwardness that needed to be remedied.

In the terrain of the concrete facts of practical life, it has been possible to verify that the greater the backwardness, the more radical and exalted were the economic and political theories that gave rise to the different historical changes.

We must recognize, however, that in LATIN AMERICA this whole order of things has been very different. The economic backwardness of IBERO-AMERICA in relation to the economic and Industrial evolution and development of Old Europe in the nineteenth century certainly did not give rise to the elaboration of new theories, ideas, or native approaches concerning the vital problems of the economy and Industrial development in each of the INDO-AMERICAN countries.

After the Wars of Independence, the Latin American countries were only concerned with the problems of survival, organization, and consolidation of the Central and South American States, all this amid many border struggles, Revolutions of blood and brandy, and frightful inhumane civil wars, and what is worse: FRATRICIDAL.

Truly, even though it may not be very much to our liking, we must recognize that the various national constitutions of the Latin American Republics are totally inspired and even copied from that of the UNITED STATES of NORTH-AMERICA, while the generous ideas of the FRENCH REVOLUTION served as intellectual foundation for the new Republics.

A glance at the Panorama of IBERO-AMERICA allows us to see everywhere constitutions violated, suspended, reformed, trampled by so many Military Dictators who, on the basis of blood and terror, have devastated this beautiful INDO-AMERICAN land.

The economic, social, and political conditions of all the Latin American countries are really divorced from those resonant words known as LIBERTY, EQUALITY, FRATERNITY.

In LATIN AMERICA, IDEOLOGY and REALITY are separated in a RADICAL and DEFINITIVE form.

We cannot deny that the LATIN AMERICANS have beautiful Ideologies, but unfortunately these are totally divorced from the crude reality of practical life.

In these times much is said about LIBERALISM and DEMOCRACY, but in these IBERO-AMERICAN lands, the so loudly proclaimed LIBERAL and DEMOCRATIC Ideology, beyond all doubt, now only serves to conceal unconfessable purposes.

Political Foxes, at bottom, are only concerned with their BUREAUCRATIC position, with climbing better positions, with making themselves felt, with climbing to the top of the ladder, and deceiving the INDO-AMERICAN peoples with false promises that are never fulfilled. FARCE, LIES, DECEIT, govern the peoples constitutionally. The moral damage has been tremendous and reaches to affect even the deepest zones of the human SUBCONSCIOUS.

For more than a hundred years the LATIN AMERICAN peoples have had to endure regimes of FORCE and VIOLENCE, but the MASTERS always use the language of LIBERTY, EQUALITY, and DEMOCRACY to deceive the suffering peoples of this Western Hemisphere.

In LATIN AMERICA there exists a tremendous conflict — THEORY and PRACTICE, WORDS and DEEDS, CONTENT and REFORM.

The Political systems of LATIN AMERICA have only served to violate Law and Order.

The LATIN-AMERICAN, at the deepest intimacy of his consciousness, is REVOLUTIONARY by instinct, by nature; he does not commune with SOVIET hosts, but neither does he voluntarily and willingly accept the chains of CAPITALIST slavery.

The people of LATIN AMERICA have a very different PSYCHOLOGY, distinct from that of the Europeans and North Americans, but they also need a more practical sense of life, an investigating, experimental, and practical mind; rigorous scientific methods, and positive ends clearly defined.

NORTH-AMERICAN UNITED STATES thinkers are incapable of understanding the connubium existing between INTELLECTUAL DISCIPLINE and RADICAL REVOLUTION.

NORTH-AMERICAN thinkers have never been able to understand the Psychological idiosyncrasy of the LATIN-AMERICAN people. This comes to explain why they committed the lamentable error of qualifying DON PORFIRIO DÍAZ, the MEXICAN Dictator, in an absurd form.

NORTH-AMERICAN thinkers gave DON PORFIRIO the qualifications of HONEST TYRANT, HONEST MAN who knew how to bring order out of CHAOS and prosperity out of stagnation and misery.

Very pretty those QUALIFICATIONS sound from the skyscrapers of NEW YORK; another thing, certainly very different, is to endure clubs and lashes on the haciendas of the masters, and to top it off, with a miserable starvation wage.

In the PORFIRIAN epoch the MASTERS were veritable Feudal-style lords of the gallows and knife, lords who freely enjoyed the right of “PERNADA”; the wives and daughters of the workers belonged to the MASTERS.

It is astonishing that a giant of intelligence like TOLSTOY would have fallen into the most grave error of saying that DON PORFIRIO was a modern CROMWELL, who “SUPPOSEDLY” used AUTOGRAPHIC methods to bring MEXICO to DEMOCRACY.

It is truly lamentable that at this hour of life the PORFIRIAN THEORY is still fashionable in the Middle East and in millennial Asia.

It is incongruous that MEXICAN thinkers as illustrious as Don JUSTO SIERRA committed the error of unconditionally supporting the TYRANT Don PORFIRIO DÍAZ.

Those who have studied works such as OUR AMERICA by Bunge and many others will be able to understand that NORTH-AMERICAN UNITED STATES and EUROPEAN thinkers, beyond all doubt, are very far from even suspecting what the LATIN-AMERICAN Psychological Idiosyncrasy really is.

BUNGE, in his work, after making a masterful portrait of the Cacique, then limits himself to saying that laziness, sadness, and arrogance are “SUPPOSEDLY” the basic elements of the LATIN-AMERICAN character.

Almost all the works written by YANKEE and EUROPEAN thinkers on the disturbing subject of the LATIN-AMERICAN RACE fall within the already known vicious circle of RACIAL INFERIORITY and UNDERDEVELOPED ECONOMIC STATE.

Every Race has seven SUB-RACES, and the LATIN-AMERICAN people are the sixth sub-race of the FIFTH ROOT RACE.

Much has been spoken in these times about the BIRTH of a NEW ERA, and this will be born in LATIN AMERICA.

Unfortunately, as of today, we must recognize the tremendous truth of the declaration of SIMÓN BOLÍVAR when he said: “Treaties are pieces of paper, Constitutions books, elections struggles, Liberty anarchy, and life a torment.”

Thus things stand in that decayed and degenerate order, and for that reason a REVOLUTION of a new type is urgent, a radical and definitive REVOLUTION, an ANTI-CAPITALIST and ANTI-COMMUNIST REVOLUTION.

From LATIN AMERICA must come the NEW WORLD ECONOMIC MODEL. LATIN AMERICA does not need to import strange Doctrines of the MARXIST or CAPITALIST type.

LATIN AMERICA is called to INITIATE the NEW WORLD ORDER, but first it must free itself from those rotten and degenerate old traditional political parties that have plunged each country into POLITICAL VIOLENCE, that have led each LATIN-AMERICAN NATION to disgrace and misery.

Chapter II

Chapter Two: REGULATION OF THE CONSTITUTIONAL ARTICLES

“We shall undertake to obtain the constitutional transformations necessary, fitted to current social, cultural, literary, economic, and political problems; to achieve the regulation of the constitutional articles that grants the rights of workers to Society in General, in order to improve the standard of living of the Mexican family.” (ALEJANDRO SALAS LINARES).

It is URGENT to seek specifically LATIN-AMERICAN solutions to resolve the economic problems of IBERO-AMERICA, and this is only possible by obtaining RADICAL CONSTITUTIONAL TRANSFORMATIONS, fitted to current social, cultural, literary, economic, and political problems.

IN MEXICO the URIM, and in all LATIN AMERICA the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY, struggles in depth for the RADICAL, total, and definitive TRANSFORMATION of the NATIONAL CONSTITUTION.

By all signs it is not only LOGICAL but INDISPENSABLE to regulate the CONSTITUTIONAL ARTICLES related to the rights of workers and Society in General, if we truly wish to solve in definitive form all the economic, social, cultural, and political problems of the workers.

The CONSTITUTIONAL TRANSFORMATIONS and the regulation of the CONSTITUTIONAL ARTICLES related to the sacred rights of workers make possible the REVOLUTION that approaches, without need of firing squads, Dictatorships of extreme right or left, wars, etc.

If LATIN AMERICA is to improve its rate of economic development, in no way can it afford the luxury of dispensing with a general program.

Fortunately the INSTITUTIONAL REVOLUTIONARY UNION in MEXICO and the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY firmly established in all the IBERO-AMERICAN countries proceed in accordance with a clear, perfect, and definite program.

The first point of our program indicates with complete precision the INTERMEDIATE road, the REVOLUTION OF THE CENTER, the third position.

It is obvious that while the constitutional articles of the reactionary, regressive, and retardant type continue to exist, all the REVOLUTIONARY efforts of the workers will turn into blood and pain when they crash uselessly against the abject walls of REACTION.

It is urgent to understand the necessity of TRANSFORMING the NATIONAL CONSTITUTION with the purpose of opening the road of the REVOLUTION OF THE CENTER.

We need with maximum and impossible-to-postpone URGENCY to obtain the regulation of the constitutional articles related to the rights of workers and Society in General so that the application of such articles may be done correctly.

It would be of no use in practice to obtain CONSTITUTIONAL TRANSFORMATION if the constitutional articles were applied erroneously.

The working peoples of LATIN AMERICA are very hungry; all the workers’ Guilds are tired of so many injustices and demand their rights.

We the WORKERS need to bring to power the sons of the Proletariat; only thus can we successfully achieve the RADICAL TRANSFORMATION of the national constitution and the Regulation of the Constitutional articles related to the sacred rights of workers.

While the three POWERS, EXECUTIVE, LEGISLATIVE, JUDICIAL, are represented by the drones of CAPITALIST IMPERIALISM or their cronies, the lords of COMMUNIST REACTION, every RADICAL TRANSFORMATION of the CONSTITUTION or every REGULATION of the Constitutional articles will be sabotaged from above, even though those below shriek and shout.

The LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY and LATIN AMERICA are going to teach when and how one truly lives. LATIN AMERICA must establish in the world a new Revolutionary order.

Chapter III

Chapter Three: CONSTITUTIONAL TRANSFORMATIONS

“ONCE THE CONSTITUTIONAL TRANSFORMATIONS REFERRED TO IN THE PREVIOUS POINT ARE MADE, TO REESTABLISH THE EMPIRE OF SAID CONSTITUTION, MAKING EFFECTIVE THE RIGHTS, DUTIES THAT IT GRANTS AND ESTABLISHES AS GUARANTEES CONSECRATED TO THE WORKERS, SOCIETIES, INSTITUTIONS, AND TO THE PEOPLE IN GENERAL; TO DEMAND RESPONSIBILITY FROM THE PUBLIC OFFICIALS WHO DO NOT FULFILL WHAT IS ORDERED AND VIOLATE THE MENTIONED CONSTITUTION.” (ALEJANDRO SALAS LINARES).

The FUNDAMENTAL REVOLUTION of the LATIN-AMERICAN countries must inevitably begin with CONSTITUTIONAL TRANSFORMATIONS.

The constitutional TRANSFORMATION of each LATIN-AMERICAN country is URGENT because the New Era so demands.

The current NATIONAL CONSTITUTIONS of the various LATIN-AMERICAN countries were largely INSPIRED and even copied from that of the UNITED STATES.

All the NATIONAL CONSTITUTIONS of the LATIN-AMERICAN countries have been many times violated, suspended, rewritten, or reformed in an absurd and capricious form in accordance with the selfish interests of the numerous military Dictators.

All the NATIONAL CONSTITUTIONS of LATIN AMERICA are at bottom UNJUST, REGRESSIVE, REACTIONARY, and frightfully RETARDANT.

THE GREAT SOCIAL REVOLUTION of LATIN AMERICA must begin by achieving RADICAL, TOTAL, and DEFINITIVE TRANSFORMATION of the NATIONAL CONSTITUTION in each LATIN-AMERICAN country.

If we truly want REVOLUTIONARY CONSTITUTIONAL TRANSFORMATION, we must organize the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY in each country of LATIN AMERICA and then fill all the official posts with our people, with our trusted men, with the authentic leaders of the proletariat.

We the WORKERS must control the THREE POWERS — EXECUTIVE, LEGISLATIVE, and JUDICIAL; only thus is it possible to achieve the RADICAL REVOLUTIONARY TRANSFORMATION in each country of LATIN AMERICA.

THE LATIN-AMERICAN REVOLUTION needs to establish a new order, and that is why it becomes URGENT to begin with the CONSTITUTIONAL TRANSFORMATION.

After reestablishing the empire of the NATIONAL CONSTITUTION, it is necessary to make effective the rights, duties that it grants and establishes as guarantees consecrated to the workers, societies, institutions, and the people in general; LICENCIATE ALEJANDRO SALAS LINARES says that it is necessary “to demand responsibility from the public officials who do not fulfill what is mandated and violate the mentioned constitution.”

Only thus, only by making effective all the rights, all the social guarantees, all the duties, will each country of LATIN AMERICA be able to march along the path of TRUE SOCIAL JUSTICE.

The REVOLUTIONARY CONSTITUTIONAL TRANSFORMATION would be of no use if it were not made effective, if responsibility were not demanded from the PUBLIC OFFICIALS who do not fulfill what is mandated and violate the mentioned constitution.

The permanent and painful collision between theory and practice, between words and deeds, between content and form, have led LATIN AMERICA to chaos and misery.

It is urgent to put an end to this undesirable collision and to radically TRANSFORM the NATIONAL CONSTITUTION of each country, but truly making effective the empire of Law and Order.

Chapter IV

Chapter Four: EQUILIBRIUM AND DISTRIBUTIVE JUSTICE

THE MEXICAN REVOLUTION was notable inasmuch as it completely refuted the NAPOLEONIC MAXIM that a REVOLUTION is an idea that has found bayonets.

In MEXICO it was rather the REVOLUTION that found its own ideas through its various processes of development.

The authentic and legitimate MEXICAN REVOLUTION of PANCHO VILLA and his people was neither CAPITALIST nor COMMUNIST.

THE MEXICAN REVOLUTION belongs to the people, to the shirtless ones, to the humble proletariat of PICK and SHOVEL who do not know of MARXISM-LENINISM and who only struggle for BREAD and LIBERTY.

Since the YANKEES intervened in Panama, in the Caribbean, and in the sacred land of AZTEC MEXICO, specifically LATIN-AMERICAN solutions have been eagerly sought to resolve all the economic and political problems of INDO-AMERICA.

To this vital change have contributed the two GREAT WORLD WARS that eclipsed Europe, and the brazen intervention of the UNITED STATES in the DOMINICAN REPUBLIC.

The LATIN-AMERICAN proletariat today is sufficiently strong and powerful to boldly throw itself along the road of its own REVOLUTION of a national, ANTI-COMMUNIST and ANTI-CAPITALIST type.

LATIN AMERICA does not need to import MARXISM-LENINISM to make its own REVOLUTION.

We the LATIN-AMERICANS are Indians accustomed to live freely, without need of rationing cards, concentration camps, Soviet espionage, firing squads, etc., etc., etc.

LATIN AMERICA needs urgently a confederation of FREE and SOVEREIGN STATES, with the purpose of achieving the POLITICAL UNITY of all the countries of IBERO-AMERICA.

The LATIN-AMERICAN UNITED STATES are called to displace the YANKEES and to orient world public opinion along the path of a new REVOLUTION.

The LATIN-AMERICAN countries must put an end to FOREIGN LATIFUNDIA and Nationalize all their industries. Mexico has already given the example with the NATIONALIZATION of petroleum and the ELECTRIC POWER company.

THE PANAMA CANAL is one hundred percent PANAMANIAN, and it becomes URGENT for the good of LATIN AMERICA to support that country in its just claims over the canal. Panama needs to NATIONALIZE its Canal.

The land of PANAMA has been trampled by the YANKEE boot, and the workers of the canal have been vilely exploited by NORTH-AMERICAN IMPERIALISM, without any consideration.

The hour has come to show solidarity with all the workers’ guilds of the various LATIN-AMERICAN countries. All the Guilds must unite for the REVOLUTIONARY struggle of the NEW ERA.

The hour has come for the mutual support of the working classes, without regard for distances or national borders that divide the people.

FOREIGN CAPITAL, FOREIGN INVESTMENTS, when duly controlled by the STATE, do not harm the peoples; what truly harms is Capitalist imperialism.

When YANKEE IMPERIALISM leases the oil wells, the free and sovereign Nations become vassals.

The perverse PLUTOCRATS of NORTH-AMERICA have many LATIFUNDIA in LATIN AMERICA; they monopolize all the markets and very secretly remove and place Presidents in accordance with their particular interests.

Behind the NOMINAL GOVERNMENTS are the IMPERIALIST PLUTOCRATS, the powerful CORPORATIONS, the TRUSTS, MONOPOLIES, etc., etc., etc.

The NOMINAL Governments are secretly controlled by the potentates of YANKEE IMPERIALISM.

The chiefs of the various Latin-American States are only PUPPETS, MARIONETTES controlled by the secret strings of the lords of gold and silver, to whom the pain of the suffering classes does not matter a bit. Even though it seems incredible, behind all the National Governments of LATIN AMERICA is YANKEE IMPERIALISM, the MASTERS of NORTH-AMERICAN CAPITAL.

The PLUTOCRATS of “GRINGO” CAPITALISM, the lords of GOLD and SILVER, the potentates of OIL, the TENEBROUS AGENTS of the great CORPORATIONS, turn out at bottom to be the real GOVERNMENTS that astutely hide behind the NOMINAL Governments.

FOREIGN INVESTMENTS do not harm, but it is urgent to know that there exist NECESSARY and USEFUL CAPITALS, and UNNECESSARY, USELESS, AND DANGEROUS CAPITALS.

THE STATE must be ANTI-IMPERIALIST; THE STATE must rigorously control the investments of FOREIGN CAPITAL. THE STATE must not fear this kind of control, because it is beyond all doubt that the surplus capital of the great industrial centers always needs to be exported.

Stripped of every kind of useless phraseology, we shall say with full certainty that the STATE must exercise total control over the direction of foreign investments.

The CAPITALIST stage must end in LATIN AMERICA under the ABSOLUTE CONTROL of the ANTI-IMPERIALIST STATE.

We need an “INDO-AMERICAN MODE” of life. A harmonious economic development is URGENT, without any of the corruptions that have marked the history of YANKEE CAPITALISM and SOVIET COMMUNISM.

THE LATIN AMERICAN CHRISTIAN SOCIALIST PARTY will never pronounce itself against the people of the UNITED STATES of NORTH-AMERICA, a people exploited and humiliated by the cliques of the powerful.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will never pronounce itself against the suffering and embittered people of SOVIET RUSSIA, an enslaved, tormented, and humiliated people by the cliques of the BOLSHEVIK PLUTOCRACY.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY only pronounces itself against YANKEE CAPITALIST IMPERIALISM, against a group of perverse PLUTOCRATS who not only enslave and exploit without any mercy their own people, loading them with taxes and more taxes, but also exploit with inconceivable sadism all the LATIN-AMERICAN peoples.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY pronounces itself against the MARXIST-LENINIST DOCTRINE, against SOVIET BOLSHEVISM that has destroyed temples, persecuted the Religious, assassinated millions of people, and loaded millions of persons with the chain of slavery.

We URGENTLY need a new economic and political organization that fulfills the gigantic task related to INDUSTRIALIZATION and PUBLIC EDUCATION, but liberated from its cruel aspects of human exploitation and national vassalage.

LATIN-AMERICAN ECONOMIC thought must understand the STATE of UNDERDEVELOPMENT and backwardness in which LATIN AMERICA finds itself, due to the cruel and inhumane CAPITALIST IMPERIALIST exploitation.

The hour has come to defend and construct in LATIN AMERICA a new agrarian Society based on the collective tradition of the INDIGENOUS economy.

It is urgent to return to the COMMUNAL AYLLU, to the CAPULLI, to the AZTEC EJIDO. It is indispensable to parcel out the lands in accordance with the INDIGENOUS past of America.

THE MEXICAN REVOLUTION revived the EJIDO, and thus a formidable victory was obtained over the LATIFUNDIO and the TYRANNY of the MASTERS. The EJIDO and the parcelization of the lands are the same.

Now the only thing needed is ECONOMIC support for the EJIDOS — economic support for the peasants! Work tools, seeds, medicines, etc., etc., etc.

It would be useless for each peasant family to have its EJIDO — that is, its own plot — if the STATE does not provide it with EFFECTIVE ECONOMIC support, agricultural machinery, tools, seeds, hygienic and decent housing, medicines, doctors, clothing, footwear, modern communication routes, etc.

The peasant without economic support cannot cultivate the plot, the EJIDO; and then necessity forces him to abandon the countryside and emigrate to the city in order not to perish of hunger and misery.

It is lamentable that the peasants are abandoning their lands for lack of ECONOMIC support; if this state of affairs continues thus, it is clear that hunger will very soon invade the cities because these live on what the peasants harvest, and if the farmers do not sow, it is clear that there will be no harvest, and the people in the cities will perish of hunger because in the cities they do not sow, nor harvest.

The NEW REVOLUTION that approaches is going to demonstrate to the world that MARXISM-LENINISM is NOT necessary to parcel out the lands.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST REVOLUTION can and must demonstrate that one can perform fecund and creative work in the AZTEC EJIDO; in the COMMUNAL AYLLU, in the PEASANT PLOT.

Chapter V

Chapter Five: REVISION OF LAWS AND CODES

“We shall strive that a revision be made of all the Laws and Codes that are in force, since they turn out to be anachronistic, and in many of the articles they are in frank opposition to the detriment of the Mexican people, because it is infinitely proven that the current laws are to solve problems among the Bourgeois, but when a shirtless one intervenes in the contest, to him the law is applied with all its rigor.” (ALEJANDRO SALAS LINARES).

If we truly and with all our heart wish the liberation of the suffering and hungry classes, it is INDISPENSABLE to revise very sincerely all the laws and codes that are in force, because many of their articles are veritable murderous daggers that go to plunge without any mercy into the suffering heart of the poor unfortunate children of the people.

The current Laws are for the well-off and only serve to solve problems among the Bourgeois; but when a shirtless one intervenes in the contest, it is clear by every sign that to this unfortunate one the Law is applied with all its rigor and without any pity.

The poor suffering and hungry workers are now tired of so much suffering and desperately ask for SOCIAL JUSTICE.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY, great and powerful in all the land of AMERICA, urgently needs to occupy all the public posts of the EXECUTIVE, LEGISLATIVE, and JUDICIAL powers with our people, with authentic workers of pick and shovel, with true sons of the PROLETARIAT; only thus is it possible to revise with complete sincerity all the Laws and Codes in force.

When the PROLETARIAT, desperate from hunger, sickness, and ignorance, surrenders itself totally into the arms of the RED DEVIL (COMMUNISM), it then turns out frightfully DEFRAUDED, because in the COMMUNIST STATE neither does the proletariat govern.

Chapter VI

Chapter Six: PRESIDENTIAL DECREES

“We shall struggle so that all the Presidential decrees obtained to solve the different problems mentioned in this program may abrogate the laws or regulations that have been legislated in this matter and resolve at the root the different judicial, civil, criminal, and Administrative conflicts.” (ALEJANDRO SALAS LINARES).

Presidential Decrees sometimes truly solve multiple economic, political, social problems, etc., but if the antiquated laws or regulations related to those problems pointed out by the Presidential decrees are not abrogated, then a conflict between decree and Laws or Regulations is formed, the only one harmed turning out to be, as always, that poor deceived, exploited, vexed, defrauded, and humiliated people.

In this matter of PRESIDENTIAL DECREES one must walk with much care because, while it is certain that they can produce positive results, they can also produce negative, destructive, and harmful results.

Military Dictators, basing themselves on PRESIDENTIAL DECREES, have put an end to the individual guarantees established in the national constitution of each country.

However, it is also very certain and altogether true that the workers can obtain Presidential decrees to solve multiple economic, political, social problems, etc.

The question of PRESIDENTIAL DECREES is something that invites us to reflect very seriously. Beyond all doubt it is urgent to understand the necessity of bringing to the first Magistracy of the Nation true workers, authentic sons of the proletariat.

The Bourgeois in power are unbearable; they issue Presidential Decrees that, while they benefit the powerful, unfortunately harm the workers.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must organize itself very seriously in each country with the wholesome purpose of bringing the proletariat to power.

It is necessary to know that on the basis of WISE PRESIDENTIAL DECREES and intelligent Legislation, we can initiate the REVOLUTION OF THE LATIN-AMERICAN PROLETARIAT, the REVOLUTION OF THE CENTER, a REVOLUTION without firing squads, without new Siberias, without prisons, without Military Dictatorships of the FAR LEFT or the FAR RIGHT.

We need POWER, and we can conquer it without REVOLUTIONS OF BLOOD AND BRANDY.

If THE LATIN-AMERICAN PROLETARIAT organizes itself and gives form to the CHRISTIAN SOCIALIST PARTY of IBERO-AMERICA, then we can INITIATE the struggle for power with the purpose of producing not a Social Reform as many suppose, but a RADICAL AND DEFINITIVE SOCIAL TRANSFORMATION.

We need the PRESIDENT OF THE REPUBLIC to be an AUTHENTIC PROLETARIAN so that PRESIDENTIAL DECREES may truly solve the different economic, political, social problems, etc., of the workers.

BOURGEOIS PRESIDENTS, MILITARY DICTATORS, are always at the unconditional service of CORPORATIONS, Trusts, NATIONAL and FOREIGN MONOPOLIES, etc. And their DECREES only come to benefit the IMPERIALISTS, the POWERFUL, the MASTERS OF CAPITAL, but never the men of the plow, the men of pick and shovel, the hungry classes, the people who suffer.

Chapter VII

Chapter Seven: THE SOVIET PARADISE

Khrushchev, the deposed PRIME MINISTER of the USSR, said: “When everyone sees that in the Socialist (SOVIET) countries people live well, enjoy equal rights, have good houses, are well fed, have the shortest workday because they own their workshops and factories and suffer no exploitation from anyone; when they see that science develops more rapidly and more prosperously in these countries, that all can obtain a Higher Education and find an outlet for their aptitudes in any sphere of physical or mental work, that people enjoy material benefits; when they see that as a result of greater productivity of work and shorter workday, man has each time more free time to develop his ingenuity and devote himself to art according to his inclination — then, only an idiot, and forgive the word, could be against.”

These words of the DEPOSED Prime MINISTER Khrushchev are very pretty, and as Communist propaganda they are FORMIDABLE, for anyone swallows the story and even disposes himself to give his life for MARXISM-LENINISM; but the crude reality of the facts does not coincide with the Soviet propaganda.

Mathematics never lies, and it is very significant that the Statistics inform us that there are more Communists in Western Europe dominated by Soviet propaganda than in Eastern Europe where the crude communist reality is already known.

In the Soviet world all the Communist parties together do not reach twelve million members, whereas in Western Europe alone, where Communist propaganda is eaten by the ton, there are more than thirteen million Communists, not counting the millions of FILOCOMMUNISTS, etc.

The tremendous reality of all this is that in the SOVIET UNION the people can no longer be deceived by the RED PROPAGANDA, as happens in Western countries where the ignorant still believe in the SOVIET PARADISE.

In the USSR there is no longer any red propaganda that holds, because the people already know all too well what the MARXIST-LENINIST whip is.

The peoples enslaved by MARXISM-LENINISM already know too much, and that the STATE does not forgive them.

Only on the basis of BLOODY DICTATORSHIPS, STALINIST-style “PURGES,” mass deportations, forced labor, banishments to Siberia, etc., can the SOVIET sustain itself.

In the SOVIET SOCIALIST REPUBLICS the poor suffering and humiliated proletariat has been deceived and defrauded, because it is not the proletariat that rules, but certain cliques of powerful millionaires who have taken over all the riches.

In China, the old rich mandarins of the celestial empire have been replaced today by bloody red mandarins of hammer and sickle, tremendously more materialist, richer, more corrupt, and more powerful than the ancient mandarins of Traditional China.

The Red Chinese Mandarins have at their disposal not only the riches of that enormous country, but also that enormous mass of Chinese slaves, for in the so-called POPULAR CHINA or RED CHINA, each citizen is, beyond all doubt, a slave.

It is fitting here to say opportunely that all the machinery that China buys from Russia is not paid for with money but with human flesh, with slaves who are taken to Siberia or to the oil wells, or to the rich mines of Ukraine, or of the Urals, etc., etc., etc.

The Soviet paradise is a tremendous farce, good as bait to catch the unwary.

The eight-hour workday is already over in the Soviet Socialist countries; now the workday is fourteen and sixteen hours. After sixteen hours of continuous work in the so-called obligatory SOCIALIST COMPETITIONS, any mechanical worker may fall asleep from exhaustion, and a murderous gear wheel may transform him into a mass of bloody flesh.

That is the crude reality of the SOVIET PARADISE; everything else is pretty red propaganda.

IN RUMANIA dominated by THE SOVIET, between the years 1948-1949 by Christmas time (a date of JOY in other TIMES), the unfortunate workers received only 800 lei — a hunger wage that hardly served them to buy one and a half kilograms of macaroni.

On April first of 1949 the wages of the Rumanian workers were fixed, but one thing is what is said in the collective labor contracts and another is what is given in envelopes to the deceived and oppressed workers; the poor workers weep, they protest and are then arrested and taken to concentration camps, to forced labor in Siberia, etc. — that is the crude reality of the Soviet paradise.

Fifty percent of the workers and lesser employees of Rumania were taken to forced labor camps, separated from their families violently, sent to mountains and marshy terrains in concentration camps called “work camps” that bear famous names such as the ANNA PAUKER SHIPYARD, GHEORGHIU DEJ SHIPYARD. The most reluctant are punished with imprisonment of four to twelve years, being judged as saboteurs.

The COMMUNIST HIERARCHS live happily, giving themselves the great life in the palaces of the former Bourgeois; they possess brand-new latest-model automobiles bought from the “GRINGOS,” receive GREAT SALARIES, and have in their hearts not even an atom of pity for their former: “COMRADES.”

The collective contract in the USSR in fact converts every worker into a slave without the right to change jobs without the responsible approval of the party.

The so-called VOLUNTARY WORK behind the iron curtain certainly has only the name of VOLUNTARY because in reality it is an OBLIGATORY and EXHAUSTING WORK that is demanded of the people, very especially of the women and the children.

No one in the USSR has the right to receive any employment, and children have no right to enter a Primary School without having previously rendered the so-called “VOLUNTARY WORK.”

Thousands of children, women, elders were assigned to the work of demolishing the ruins left by the war; very many died under the frightful collapses.

The RED HIERARCHS have no pity in their hearts for those who suffer, no pity for those tender children who carry on their backs bricks, stones, sticks, etc.

The RED HIERARCHS do not have an atom of compassion for the elderly, a spark of pity for the unfortunate women of the people.

In the famous ANNA PAUKER work in the marshes of the Prut river, of three thousand unfortunate young men who for three months worked as slaves amid water and cold, eighty percent according to statistical medical diagnosis turned out tuberculous.

IN RUMANIA, country dominated by ABOMINABLE COMMUNISM, things are terrible. A kilogram of sugar is worth 200 lei; one of butter 660 lei, of flour 40 lei, of macaroni 200 lei.

All these products are bought by the COMMUNIST STATE at laughable prices: the wheat is bought at 4 lei the kilogram, to be resold in the form of flour at 40 lei or in macaroni at 200 lei the kilogram.

All the expensive “GOODS” from the State stores could never be bought by the poor workers who earn only 8,000 lei per month, and with a whole family to feed.

Those expensive “GOODS” are bought by the Communists well situated in the communist party, who receive salaries that range from 100,000 lei monthly. (Payroll of 1949.)

The bonds for food and clothing are sold by the poor workers to certain individuals devoted to the black market, due to the fact of not having money for the items specified in said bonds.

The dining-canteens so praised by the red propaganda are of no use because the prices are very high and the wages too low.

Life behind the iron curtain is a HELL in the COMPLETE SENSE of the word. THE SOVIET PARADISE IS A FARCE.

Behind the IRON CURTAIN exists much hunger, and to those reactionary readers who do not believe it, we advise them to take a careful little trip through all these Communist countries — a little trip of study and practice, not a tourist trip with much money; we advise them a trip as a proletarian who has to look for work and must accept it wherever he finds it; only thus can the reactionaries experience in their own flesh the crude reality of COMMUNISM.

True it is and altogether true that, if the DOCTRINE of CHRIST did a great good to humanity, the Doctrine of CARL MARX has stunk up the world, filling it with infinite pain.

Khrushchev himself said publicly that in the UNITED STATES one lived better than in RUSSIA.

Those who visit the UNITED STATES can evidence the words of KHRUSHCHEV.

Any simple mason, any peasant worker in the United States has his own house and his magnificent automobile. Unfortunately all those comforts have been obtained by miserably exploiting LATIN AMERICA.

THE CAPITALIST BOURGEOIS IMPERIALISTS and the COMMUNISTS are the executioners of the people.

CAPITALISTS and COMMUNISTS only deceive and miserably exploit the suffering and hungry workers.

Many PRESIDENTIAL DECREES conducive to solving the Economic, Political, Social problems, etc., etc., etc., have many times been frustrated due to the antiquated laws and absurd regulations that in fact go against the interests of the workers.

The CHRISTIAN SOCIAL REVOLUTION does not need BLOOD AND BRANDY, nor concentration camps, nor new Siberias, nor firing squads and prisons, but it does need WISE LAW-DECREES of the Presidency, true Legislators of the Proletariat.

Above all, it is necessary to bring to the PRESIDENCY OF THE REPUBLIC the sons of the people, true WORKERS of pick and shovel, men of the PROLETARIAT, never ASTUTE POLITICIANS who have never done anything for the people. It is the work that speaks for the man, not the man for the work, “By their fruits you shall know them.”

It is absurd to give the vote for a subject who has never done anything for the people, who has never belonged to the ranks of the proletariat.

It is stupid to give the vote for those candidates who are imposed, based on propaganda, by the cliques of astute and egoistic political foxes.

PRESIDENTIAL DECREES can only benefit the peoples when the PRESIDENT is a son of the PROLETARIAT, when he is the spokesman of the PROLETARIAT, when through his mouth the people speak.

Chapter VIII

Chapter Eight: NATIONAL LANDS

“We shall strive before whom it may concern so that a Law be legislated that allows the investigation of real estate property 50 years back, beginning from the publication of said Law, with which it shall be clarified that the majority of lands that exist in the Mexican Republic, both in urban and Rural zones, continue to be National lands, some easily industrializable or to solve the problems of habitation mentioned in point 20 of this program.” (ALEJANDRO SALAS LINARES).

This problem exists in all the countries of LATIN AMERICA, and when real estate property 60 years back is investigated, it will be clarified that the majority of lands that exist in each LATIN-AMERICAN Republic, both in Urban and Rural zones, continue to be National lands.

The CONTRACT is the agreement that enters into as a solemnity and as a sanction the guarantee of PUBLIC FAITH. THE CONTRACT is the AGREEMENT made with the notary, with the Law, for which it is not an AGREEMENT but a CONTRACT.

It is beyond all doubt a DISRESPECT to the Law and Order to occupy a piece of land without the proper agreement, without the proper contract, without any authorization from the legitimately constituted government.

Benito Juárez, the Distinguished one of the Americas, said: “RESPECT FOR THE RIGHTS OF OTHERS IS PEACE.”

Many Urban and Rural lands belonging to others have been invaded by force without any respect for the rights of others.

To occupy land belonging to another without any authorization, violating the right and the Law, is a very serious crime.

If real estate property is investigated 60 years back, it will be clarified that many Urban and Rural lands have no title of property or belong to others, illegally occupied.

No honorable citizen would ever dare to occupy land belonging to another without a contract, without an agreement, without legal authorization.

Any man can become a scoundrel if he acts in a cynical manner; to be a scoundrel, our own meanness suffices.

It is mean to invade the property of others. In these times of “REBELS WITHOUT A CAUSE” and demographic cataclysms, the outrage of unscrupulous people is very common.

Vacant lands are another matter entirely, and it could be alleged that many lands that currently have no title of property were originally vacant.

It is clear that any citizen has the full right to occupy a vacant land and to conquer the jungles, but for his own good and due respect for the authorities, he must ask for the allotment, take the path of Legality, make the respective agreement, the respective contract with the national government.

The population increase in each Latin-American country demands resolving the housing problem in an immediate form, and therefore it is urgent to legislate a Law that allows the investigation of real estate property 80 years back.

It is just that all the National or improperly occupied lands be utilized for the common good, to resolve the housing problem or with industrial ends.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must strive before whom it may concern that the Law be legislated which is needed, the Law that allows the investigation of real estate property 50 years back.

It is only natural that the Bourgeois, the Plutocrats, the perverse ones, oppose the creation of such Law. The powerful of the earth understand very well that such law would leave them naked before the solemn verdict of public conscience.

There is nothing hidden that shall not at last be discovered, and such law would serve to bring to the public light much secret rottenness.

Chapter IX

Chapter Nine: CAPITALISM AND SUPERCAPITALISM

CAPITALISM and SUPERCAPITALISM are two phenomena of the same cause, two faces of the same medal.

CAPITALISM and SUPERCAPITALISM, in spite of the fact that they exclude one from the other and are antagonistic, at bottom are only two manifestations of one and the same law.

THE MARXIST DOGMA that CAPITALISM originated with the incipient machinism of the 18th century is one hundred percent false, because capitalism is prior to the Christian era.

SOVIET SUPERCAPITALISM and BOURGEOIS CAPITALISM utilize MONOPOLY, MONOPSONY, and SPECULATION to multiply their economic, political, and social power at the expense of the suffering workers.

“Capitalism is the economic system in which capital exercises a preponderant function over labor.”

SUPERCAPITALISM is the apotheosis of MARXISM-LENINISM, the economic and social machine controlled by the STATE.

The PHILOSOPHIES of CAPITALISM and of SUPERCAPITALISM are saturated with various types of well-worn morality.

The cell of capitalism was the FIRST MAN who accumulated much more than he needed to subsist.

The cell of supercapitalism was the first sincere mistaken one who committed the error of having studied CARL MARX.

THE CAPITALIST justifies himself with well-worn concepts such as “NECESSITY OF EVOLVING TOWARD PLANES OF LIFE MUCH SUPERIOR TO THAT OF THE BEAST WHICH ONLY HUNTS SO AS NOT TO DIE OF HUNGER AND CEASES ITS ACTIVITY THE MOMENT IT IS SATED.”

CAPITALISM is the system of transformation of muscular or Psychic labor into surplus or reserve of material values with which the capitalist enriches himself.

PRIVATE CAPITAL is a robbery of the people. STATE CAPITAL is also another robbery of the people.

The MARXIST-LENINIST system is based on SUPERCAPITALISM — that is, on STATE CAPITAL.

EMILIANO ZAPATA, the great hero of the MEXICAN REVOLUTION, said: “THE LAND BELONGS TO THE ONE WHO WORKS IT.” We say: CAPITAL BELONGS TO THE ONE WHO WORKS IT.

The workers are those who make the capital, those who work it; capital belongs to the workers, and the titular owners are only the ADMINISTRATORS.

The profits of the enterprises must be distributed monthly among the workers, because they are Capitalist and industrial partners at the same time.

The workers produce merchandise that is converted into money through the process of commercial circulation.

The net profits over capital are contained in the merchandise manufactured by the workers. If the workers manufacture the merchandise, the net profits belong to the workers.

CAPITALISM and SOVIET STATE SUPERCAPITALISM steal the net profits contained in the merchandise, and only pay the workers a miserable hunger wage.

If we compare the miserable wage paid to the workers with the net profits contained in the merchandise, it becomes clear to understand that the worker has been deceived, swindled, defrauded.

CAPITALISM and SUPERCAPITALISM steal the work force of the workers.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY resolves the problem through respect for free initiative and the distribution of net profits among the workers.

Taking into account the necessary reinvestment of capital, it is clear that only half of the profits over capital are distributable, since the other half is indispensable for the REINVESTMENT with the purpose of not letting the enterprise fall.

CAPITALISM and SUPERCAPITALISM totally steal the net profits over CAPITAL.

The workers, deceived by the red propaganda, flee from the thunder and fall into the lightning, flee from particular capital to fall into the capital of the State — this is an absurd vicious circle.

The unfortunate workers, the poor proletariats of pick and shovel, the workers of the intellect, etc., flee from the particular capitalist slavery to fall vanquished and deceived into the claws of the RED DEVIL.

CAPITALISM implies liberty, the imbeciles say. SUPERCAPITALISM signifies triumph of the PROLETARIAT, say the IDIOTS, and both ones and the others carry the chains of slavery.

In PARTICULAR CAPITALISM the official finances are never at the service of the citizen, but the citizen at the service of the official finances.

IN SUPERCAPITALISM the official finances are never at the service of the citizen; the worker is then a piece of a great machine whose levers are handled by certain multimillionaire subjects who disguise themselves as “men of labor,” “commissars of the people,” etc., etc.

In the SOVIET UNION, fatherland of SUPERCAPITALISM, 730 RED HIERARCHS are MULTIMILLIONAIRES and 940 are MILLIONAIRES, while the poor deceived proletariat, as always, suffers horribly under the heavy chains of slavery.

At the head of all these red millionaires and Multimillionaires is a certain MARSHAL enriched by the plunder committed in Poland when the Soviet troops he commanded penetrated into Galicia and Ruthenia, after the first World War.

Said Marshal, whose name I do not mention, also has at his disposal diverse “little items” such as palaces in various regions of the USSR, estates of enormous extension, most beautiful villas on the shores of the Black Sea, hunting grounds in Caucasia, the most important stable of racehorses in “PROLETARIAN” Russia.

This “humble man” of SOVIET LABOR, this powerful lord of gallows and knife in feudal style, is followed in order of riches by a certain family composed of four brothers and a certain woman who was the EX-WIFE of the EXECUTIONER STALIN.

Said family has its fabulous capitals concentrated in the “INDUSTRIES of the STATE,” in the coal mines of the marvelous Donetz basin, and in the perverse exploitation of the forests in Siberia, worked by unfortunate slaves condemned to forced labor.

It is useful to remember now the deposed Prime Minister KHRUSHCHEV, who is not as poor as many believe, for he has valuable interests in the cruel and inhumane exploitation of the Iron mines in the Dnieper basin (UKRAINE) and in the agricultural exploitations of Kazakhstan. Those who work on those properties of Khrushchev are unfortunate slaves, poor workers separated from their homes by force, violently, condemned to forced labor for all their lives.

And what shall we say now of the famous OSTROVSKY palace in the vicinity of Moscow? That very rich marble palace in the famous “SOVIET PARADISE” was the favorite place for great orgies in the time of the Czars; but Mr. Stalin and his clique of PERVERSE MULTIMILLIONAIRES did not lag behind, and always had reserved for their particular use that famous palace.

Thus is how the LEADERS OF RED LABOR live — the modest multimillionaires, the poor PARIAHS of the PROLETARIAT.

SOVIET SUPERCAPITALISM and IMPERIALIST CAPITALISM have always mocked the poor workers, have deceived in a cowardly form the WORLD PROLETARIAT, the sons of the people.

Chapter X

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY resolves the problem through respect for free initiative and the distribution of net profits among the workers.

Chapter Ten: HEAVY INDUSTRY

To take whatever steps are necessary, before whoever may correspond and by every means within our reach, so that there may be installed in our country what is called HEAVY INDUSTRY, in order that Mexico shall not be classified as an underdeveloped country and may attain its industrialization on a large scale insofar as possible.” (ALEJANDRO SALAS LINARES).

All LATIN-AMERICAN countries must INDUSTRIALIZE; every country of LATIN AMERICA must have HEAVY INDUSTRY if they truly wish to be INDEPENDENT in the COMPLETE sense of the word.

The ABSOLUTE INDEPENDENCE of any country becomes impossible so long as it is not capable of producing what it consumes.

Every kind of DEPENDENCE is slavery. When the LATIN-AMERICAN countries have HEAVY INDUSTRY and are able to produce all that they consume and something more, they will be INDEPENDENT.

Behind the Nominal Governments are concealed the real Governments composed of THE STOCK COMPANIES, TRUSTS, FOREIGN MONOPOLIES, etc., etc., etc.

Many Governments controlled by the SECRET ENEMY signed in the past certain treaties through which they committed themselves NOT to install in their respective National territories, for a certain length of time, what we may call HEAVY INDUSTRY.

Those who signed that kind of TREATY placed upon the neck of the working and oppressed masses the infamous chain of slavery.

Those who signed treaties of that kind stabbed the heart of the HOMELAND and trampled the national flag.

No UNDERDEVELOPED country is truly INDEPENDENT; only through industrial development is total independence achieved.

It is of no use to throw stones at the neighbor when we live in a glass house. It is foolish to insult UNCLE SAM if we have to flatter him and brush his coat so that he will sell us his little airplanes, his ships, his agricultural machinery, his modern cars, etc., etc., etc.

When the LATIN-AMERICAN countries are able to produce heavy machinery and goods of every kind, then we shall be freed from the SHAMEFUL BOOT of UNCLE SAM and the YANKEES will have to treat us as equals.

It is NOT the path of HATRED that can free us from the YANKEE BOOT; if the LATIN-AMERICAN countries truly wish to be free, they must INDUSTRIALIZE.

It is necessary to have the courage to break those treaties that impede INDUSTRIALIZATION. DOWN WITH CHAINS! Long live liberty!

When a country possesses sufficient capacity to produce and to export, it is because it is fully INDUSTRIALIZED.

In LATIN AMERICA, raw materials are exported that are subject to great fluctuations in price.

The MASTERS OF NORTH AMERICAN CAPITAL return those raw materials to the countries that exported them, but already converted into goods and at prices equivalent to their NORTH AMERICAN value as if all the countries of LATIN AMERICA were NORTH AMERICAN territory.

The dependence on one or a few export products causes, as is natural, great instability in the income of foreign currency, and also in the public finances, whose receipts are based to a great extent upon such exports.

The presently DEVELOPED countries show a relatively low elasticity of importation of raw materials, while the elasticity of importation of the less developed regions is very high.

When a country possesses HEAVY INDUSTRY, when it is fully DEVELOPED, it is clear that it is self-sufficient; apart from RAW MATERIALS it has relatively very little need to buy from ABROAD, its elasticity of importation of raw materials being relatively low.

UNDERDEVELOPED countries have a greater elasticity of capacity in matters of importation, greater needs, more dependence on foreigners, more slavery, less freedom.

Chapter XI

Chapter Eleven: NEW INDUSTRIES

To struggle so that there may be established New Industries in accordance with the Laws of supply and demand, in order that the Raw Materials which our country produces may be utilized for the benefit of Society, and to prevent their being lost or sent abroad at miserable prices, so that, once prepared in those countries, they are returned to us at fabulous prices; for the industrialized countries fix the purchase price of raw materials and the selling price of their manufactured goods, since they hold the monopsony and the monopoly.” (ALEJANDRO SALAS LINARES).

This seventh point of the workers’ program of the P.S.C.L. brings to mind the case of the footwear made in Nuevo León, MEXICO. That footwear, after being exported to the UNITED STATES, returns to MEXICO. The United States buys it at laughable prices and sends it back to MEXICO at fabulous prices.

The most curious thing is the deception. The Mexican people buy it at very high prices, believing that it is UNITED STATES, NORTH AMERICAN footwear; they do not realize that it is MEXICAN footwear.

All countries of LATIN AMERICA export RAW MATERIALS and, because of COMMERCIAL TREATIES, the UNITED STATES is the principal BUYER of such MATERIALS.

The UNITED STATES buys very cheap and sells very dear, that is the business and what interests the “GRINGOS” is the business.

The UNITED STATES pays for RAW MATERIALS at laughable prices, but objects manufactured with said materials turn out very expensive because the “GRINGOS” sell goods at the price of NORTH AMERICAN GOLD, in accordance with their NATIONAL currency, without caring a fig about the condition in which the various LATIN-AMERICAN currencies find themselves in relation to the Dollar Standard.

Great and small LATIN-AMERICAN importers must import goods at the price of DOLLARS as if all of LATIN AMERICA were SAXON land, “GRINGO” land, NORTH AMERICAN land.

The victim of all these “GRINGO” INJUSTICES, the victim of all these calamities, is as always… the people, the poor people, deceived and exploited.

Inflation is disastrous and in the UNDER-DEVELOPED countries the currency is too low in relation to the Dollar. Goods bought from UNCLE SAM turn out too expensive in countries whose currency is too low. UNCLE SAM does not care a fig about the pain of others and sells at the price of DOLLARS even when the national currencies of the buyers are on the floor.

The poor farmer who wishes to have a RADIO or a modern RECORD PLAYER in his house must obtain it through saving and sacrifice, watering the furrow with the sweat of his brow for many years.

Last-model cars were made for NORTH AMERICAN WORKERS, but never for the LATIN-AMERICAN PROLETARIAT. In the United States of NORTH AMERICA, any simple farmer can have his last-model car, but in the LATIN-AMERICAN countries only the privileged classes, the mighty of the earth, the MASTERS, the LORDS of capital, can afford such a tremendous luxury.

The “GRINGOS”, through their accomplices placed within the GOVERNMENTS, keep LATIN AMERICA starving.

The “GRINGOS”, through bribery, have obtained much. The “GRINGOS” know very well that every individual is buyable and that one need only know his price.

Today the “GRINGOS” have managed to monopolize all the markets of LATIN AMERICA.

When the LATIN-AMERICAN peoples bring the PROLETARIAT to power and industrialize themselves, then the “GRINGOS” will no longer be able to monopolize all the markets and we shall be truly free.

It is regrettable that LATIN AMERICA prefers to sell its raw materials rather than to use them to manufacture everything it buys.

Chapter XII

Chapter Twelve: THE MACHINE AND THE MAN

To strive to obtain balance between organized industry, from the standpoint of mechanization, and the rights of the workers, in such a way that machinery shall not displace them from their labors, that the machines shall serve to strengthen physically and to prolong the life of the worker.” (ALEJANDRO SALAS LINARES).

The conflict between the MACHINE and the MAN threatens to provoke a SOCIAL CATASTROPHE in the capitalist countries.

Terrible and frightful MACHINES have left millions of workers without work.

Every authentic workers’ CHAMPION, every legitimate leader of the proletariat, every leader of the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY, must correctly focus upon the monstrous problem of the machine, with the purpose of resolving it intelligently.

If the machine is placed at the service of the workers, they will be free. If the workers depend exclusively on the machines, it is clear that they will be slaves.

Machines can free or enslave the workers. Machines can help or starve the people.

Where the law of equilibrium fails, catastrophe is inevitable. Everything in nature is organized in accordance with the laws of number, measure, and weight.

It is urgent to establish equilibrium between ORGANIZED INDUSTRY, from the standpoint of MECHANIZATION, and the rights of the workers, in such a way that machinery shall not displace them from their labors.

When there exists perfect equilibrium between MECHANIZATION and the RIGHTS OF THE WORKERS, SOCIAL CATASTROPHE has been WARDED OFF.

The laws of number, measure, and weight can and must establish perfect equilibrium between MACHINES and the RIGHTS of the WORKERS.

Workers benefit from machines when there exists PERFECT EQUILIBRIUM between MECHANIZATION and RIGHTS.

Workers are harmed by machines and are displaced from their work when there exists IMBALANCE between MACHINES and RIGHTS.

We must strive to obtain the equilibrium between machines and rights. It is necessary to fight with the weapons of intelligence until obtaining this vital equilibrium.

It is clear that to the MASTERS of CAPITAL, to the IMPERIALISTS, such equilibrium is not convenient. The potentates of the earth think only of their selfish interests, not caring in the least about the pain of others.

THE IMBALANCE between MACHINES and rights leaves thousands of workers without work.

MACHINES displace the workers and the CAPITALIST saves on WAGES, LIFE INSURANCE, severance pay or dismissals, retirement, etc., etc., etc.

For the IMPERIALIST CAPITALIST, the JUST EQUILIBRIUM between machines and rights is not convenient, and it is hardly illogical that he will oppose with all his strength everything related to this matter.

Workers need to avail themselves of the weapons they have to resolve the conflict between machines and rights.

It is NOT just that thousands of workers should succumb to hunger and misery because of machines. The equilibrium must be achieved, cost what it may; fortunately the workers have at their disposal MAGNIFICENT WEAPONS with which to fight against IMPERIALISM.

Workers do NOT NEED cannons, machine guns, or atomic bombs to fight for their rights.

Workers can make TOTAL or PARTIAL PACTS, sit-down strikes, without VIOLENCE, without shedding blood, without firing squads. Thus they will achieve total triumph.

Chapter XIII

Chapter Thirteen: SMALL INDUSTRIES

We shall contend so that there may be established in our country Small Industries of every class of products, if there are none, and we shall increase those already established, reorganizing them in order to achieve greater income for the small industrialists and an increase in wages for the workers.” (ALEJANDRO SALAS LINARES).

It is regrettable to have to say that the LATIN-AMERICAN PEOPLE are composed in the majority of NEEDY and INDIGENT folk.

NEEDY is he who does not have everything he requires in order to live. Indigent is he who barely has enough to support his family; that is to say, his GENERATION, his lineage, because INDIGENT comes from GENIUS, which originally meant procreation or offspring. Thus this word cannot be applied to an individual but to a family or a class. INDIGENT classes or families.

The NEEDY does not have what is necessary. The INDIGENT does not have what is essential. NEEDY means POOR. INDIGENT means MISERABLE.

The so-called MIDDLE CLASS in LATIN AMERICA is composed of NEEDY folk.

THE LATIN-AMERICAN PROLETARIAT, long-suffering and deceived as always, is composed of INDIGENT folk.

Nevertheless, what we are saying is not a RATE or FIXED RULE, because many times the roles change. It has been seen that MIDDLE-class people become INDIGENT. It has been possible to verify that on many occasions the INDIGENT PROLETARIAT becomes NEEDY.

There also exist cases in which the PROLETARIAT becomes Bourgeois; those are the exceptional cases.

We must not forget that the RATE is RULE. We must not forget that measure is PRECEPT.

The RATE benefits HEALTH. MEASURE benefits conduct. To live long, one needs to live with RATE. To live well, one needs to live with measure. In a word, RATE is convenience. MEASURE is ETHICS.

RATE is URGENT, MEASURE is indispensable. The NEEDY and the INDIGENT indicate SOCIAL DISORDER, lack of RATE, lack of MEASURE.

If EQUITY and DISTRIBUTIVE JUSTICE do not exist, it is clear that every RATE, every MEASURE is at bottom INJUSTICE, and the result is the NEEDY and INDIGENT classes.

When “EQUITY and DISTRIBUTIVE JUSTICE” exist, the RATE is PERFECT, the MEASURE is JUST.

If one truly wants the perfect equilibrium of the ECONOMIC BALANCE, if one really wishes to work toward a better standard of living for these long-suffering and hungry peoples, official support of free individual initiative is urgent.

The BOURGEOIS PRESS constantly boasts of OFFICIAL SUPPORT for PRIVATE INITIATIVE.

The deliberations of the joint Annual Meeting of the WORLD BANK, the International Monetary Fund, and the International Finance Corporation, held in Tokyo from September 7 to 11 of the year 1964, ARE OF NO USE because they do not benefit the SHOESHINERS, the SERVANTS, the CARPENTERS, the TINSMITHS, the SWEEPERS, the SWEETS MAKERS, the SHOEMAKERS, the poor TAILORS, the SMALL MAKERS OF OFFICE SUPPLIES, etc., etc., etc.

What does not benefit each and every citizen really serves no purpose at all.

The only beneficiaries of the WORLD BANK are the powerful INDUSTRIALISTS, the MASTERS of CAPITAL, the PLUTOCRATS.

To the INTERNATIONAL CAPITAL MARKET the small industrialists, the SONS of the people, the suffering classes, can never resort; that sort of MARKET is for the ENEMIES OF THE PEOPLE, for those barbarians who hold the ECONOMIC BALANCE of the NATIONS in complete imbalance.

It is useless that several countries should return to the CAPITAL MARKET if Free Individual Initiative of the needy and indigent classes is not supported.

The REPRESENTATIVES of PRIVATE INITIATIVE constantly hold exchanges of views with powerful Bankers, financiers, and businessmen of the various countries of the earth, but never concern themselves with SUPPORT for the small industrialists of the PROLETARIAT.

The REPRESENTATIVES of PRIVATE INITIATIVE are perverse BOURGEOIS, POTENTATES, PLUTOCRATS, IMPERIALISTS, despots of wealth to whom the small industrialist candle-maker, the poor woman of the people who makes sweets, the old shoemaker on the corner who mends shoes, etc., etc., etc., matter not a fig.

The REPRESENTATIVES of PRIVATE INITIATIVE are interested only in the POWERFUL INDUSTRIES of the millionaire folk, the Diversification of national businesses, technical assistance with juicy returns, etc.

Official support for Private Initiative is false a hundred percent. THE INTERNATIONAL FINANCE CORPORATION has never supported a small candy maker, a shoeshine boy or shoe cleaner, or some humble seamstress who wishes to set up a small workshop to give work to many women.

All those famous BONDS, all that market of GREAT CAPITALS, are an invention of the rich, to benefit the rich, to make the MILLIONAIRES more powerful.

There has not yet been born in LATIN AMERICA a government that truly supports Free Individual Initiative, a Government that truly supports the small Industrialists.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight so that there may be established in every country of LATIN AMERICA the SMALL INDUSTRIES of every class of products.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight to achieve true economic support for the free Individual Initiative of the NEEDY and INDIGENT classes.

It is necessary to increase the already existing industries and to reorganize them with RATE, with JUST MEASURE, with the wholesome purpose of attaining greater income for the small INDUSTRIALISTS and an increase in wages for the workers.

If the LATIN-AMERICAN countries wish to free themselves from the YANKEE BOOT and not to fall into the criminal claws of the RED DEVIL, they need to INDUSTRIALIZE totally, in the CITY, in the town, in the hamlet, in the village, and in the countryside.

It is URGENT to support ECONOMICALLY the small INDUSTRIALISTS if we truly do not wish to be swallowed up by the RED MONSTER of the USSR.

It is INDISPENSABLE to support economically the small INDUSTRIALISTS in order to raise the economic level of the needy and indigent classes.

Among peoples well fed, cultured, without hunger, without misery, without fear, COMMUNISM can never exist.

Chapter Fourteen: ESTABLISHED INDUSTRIES

We shall take steps so that the Industries presently established, which transcend the small industries, may be reorganized and expanded in accordance with the laws of supply and demand, for the benefit of Employers and Workers, in order to satisfy the needs of the latter.” (ALEJANDRO SALAS LINARES).

If the industries presently established, which transcend the small industries, are reorganized and expanded in accordance with the laws of supply and demand, millions of persons will have work, and the Employers and the Workers will benefit.

The Workers need support; the workers need a foundation.

The employers constitute the support of the Workers, and the laws, the foundation.

From another more Democratic and Proletarian point of view, we can emphatically affirm that the Workers are truly the support of the employers, since without the Workers there is no Work nor enterprise.

Support is composed of SOS, a corruption of SUB, and the Latin verb TENERE. Literally it means TO HOLD BENEATH, that is to say, to have a base, a foundation.

The BASIS of the ENTERPRISE, the FOUNDATION, is the LABOR FORCE of the workers.

The employers support the workers, the workers support the employers.

Without enterprise there are no Workers. Without workers there are no enterprises. The Laws must aid, defend, and support in a JUST and PERFECT manner the employers and the workers.

If the Industries presently established, which transcend the small industries, are duly supported by the Governments, they can be expanded and reorganized in order to give work to millions of workers.

The expansion and reorganization of the great industries through the support of the governments turns out effective for solving the problem of unemployment.

When peoples have bread, shelter, refuge, when there does not exist tyranny, misery, hunger, ignorance, illness, neither does the abominable plague of COMMUNISM exist.

Truly, COMMUNISM has its origin in misery, in hunger, in unemployment, in tyranny.

INDUSTRIALIZATION on a large scale makes Nations independent and solves the problem of unemployment.

The country that is capable of producing all that it consumes will make itself, in fact, truly independent and sovereign.

TO UNTIE is one thing and TO RELEASE another. TO UNTIE is no more than to remove the bonds, TO RELEASE is to set free.

The LATIN-AMERICAN REPUBLICS untied the chains of slavery, but they did not release them; they still bear them and will continue to bear them so long as they must buy everything from abroad, so long as they are not able to produce what they consume.

To expand the GREAT NATIONAL INDUSTRIES, to reorganize them, is fundamental and basic to ending the hunger of the peoples and achieving complete NATIONAL SELF-INDEPENDENCE.

Chapter XV

Chapter Fifteen: FISHING INDUSTRY

We shall petition before whomever may correspond, so that the Government may organize on a large scale the exploitation of the Fishing and Shrimp Industries and other similar industries that our coasts, seas, and rivers produce, since at present it is foreigners who exploit said Industry and the Mexican People lack such foods, which are of great importance to their organisms.” (ALEJANDRO SALAS LINARES).

If the National Government of MEXICO organizes on a large scale the exploitation of the Fishing, Shrimp, and other similar Industries that our coasts, seas, and rivers produce, the MEXICAN people will be better nourished, since at present they lack these vital elements.

All the Nations of LATIN AMERICA, with the exception of BOLIVIA, possess beautiful Maritime Coasts and lovely ports.

The sea can supply the whole world; from the sea comes life. The MARITIME INDUSTRY on a large scale is still something virgin, and yet there is hunger upon the face of the earth.

It is necessary to create the MARITIME INDUSTRY, it is URGENT to specify and classify the maritime occupations.

It is indispensable to distinguish between TRADE and INDUSTRY. TRADE comes from the verb FACIO, which means TO DO. INDUSTRY comes from another Latin verb, STRUERE, which means TO BUILD.

The word INDUSTRY in itself literally means: THE ACT OF BUILDING WITHIN or FROM WITHIN. (INTUS STRUERE).

The difference in this sense consists in that INDUSTRY expresses the manner of living, the resource by which we avoid perishing, while TRADE refers not to the manner but to the work itself, duly specified and classified.

Within the Maritime Industry on a LARGE SCALE, thousands of TRADES can be specified and classified.

Maritime resources are inexhaustible, the sea could feed the entire population of the World; from the sea we could draw all the vital elements for existence.

It is absurd that hunger should exist in the world when there is so much wealth among the waters of the sea.

The organization of the MARITIME industry on a grand scale could give work to many millions of workers.

Contemporary science has achieved many advances and the scientists have already solved the problem of converting salt water into fresh water, but in the depths of the OCEANS there exist incalculable riches that humanity does not know how to exploit.

We do not exaggerate when we affirm that the sea could solve many economic problems of humanity; unfortunately today, having much science, science is lacking; existing so many Industries, the Maritime Industry is lacking.

If our MEXICAN Government and if all the Governments of LATIN AMERICA were to organize the Fishing and Shrimp Industry on a grand scale, Mexico and all the peoples of IBERO-AMERICA would always have at their disposal those foods indispensable for life.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY throughout the CONTINENT must fight before whoever may correspond for the Fishing and Shrimp Industry and its organization and exploitation on a LARGE SCALE.

We must REQUEST courteously, before whoever may correspond, the economic support for the organization and exploitation of the Fishing and Shrimp Industry on a grand scale.

We are convinced that we are fighting for a just cause and for that reason we must maintain our claim with firmness.

We request with friendly words. We claim with precedents, with arguments, and even with STRIKES, TOTAL or PARTIAL WORK STOPPAGES, SLOW-DOWNS (very slow work), etc., etc., etc.

Chapter XVI

Chapter Sixteen: INDUSTRIAL DEFICIT

In the Established Industries or Institutions where DEFICITS are registered, Technical Investigation Commissions shall be appointed, in order that they may discover the causes of the said DEFICIT, regularizing the functioning in a positive sense of the Industry in question, so that the government may receive income and the prices of the other goods may not be altered, for the benefit of the Mexican People. Example: the Petroleum Industry, which increases its external debt more and more and is called the PETROLEUM DEBT.” (ALEJANDRO SALAS LINARES).

It is regrettable that many established Industries or Institutions in which DEFICITS are registered fail to the detriment of the peoples, solely for lack of technical investigation.

Every effect has its cause; there can never exist effect without cause. Any DEFICIT is in ITSELF the EFFECT of a CAUSE that can and must be investigated.

Through observation and experience we have been able to verify that many DEFICITS have as their CAUSE FRAUD, shady business, abuses, squandering of money, etc.

The Technical Investigation Commissions must discover the root of every DEFICIT, its original cause, and then regularize the functioning of the Institution in a highly positive sense, so that the Government may receive income and the people benefits.

The concrete case of the MEXICAN PETROLEUM DEBT is not exclusive to MEXICO; many other LATIN-AMERICAN countries have the same problem, and if the cause of such a problem were thoroughly investigated, many powerful men would fall into jail.

In order to DISCOVER a thing, it is indispensable that the thing exist; to invent it, it is an indispensable condition that it should not yet exist.

TO DISCOVER is to find what has not been seen, what was not yet known.

TO INVENT is to make what could not be seen or known, since it did not exist before.

A DEFICIT is discovered. Signs are discovered in the DEFICIT. That is not INVENTION, since that DEFICIT existed before being discovered.

TO NEGLECT the problem created by a DEFICIT is a crime against the people. TO NEGLECT (DESCUIDAR) is as if we said DESCURAR, to have no cure, no concern, no care.

NEGLIGENCE and CARELESSNESS lead every Industry to failure. To be NEGLIGENT is as if we said NEC-LEGERE, not to choose the path, to give oneself up into the arms of failure.

Carelessness refers to feeling, negligence to action. Many believe that to be CARELESS is much worse than to be NEGLIGENT.

CARELESSNESS and NEGLIGENCE are found at the root of every DEFICIT.

FRAUDS, squandering, mismanagement, etc., could not exist if the workers did not fall into CARELESSNESS and NEGLIGENCE.

The FELONY of the HIGH GENTLEMEN of INDUSTRY has not only led many GREAT ESTABLISHED INDUSTRIES to failure but has also left thousands of workers without work.

The word FELONY comes from the Saxon FELLO, meaning TRAITOR, perfidious, or from the Latin FALLO, FEFELLI, FALSUM, derived from the Greek Sphallo, phello, equivalent to deceive.

The great potentates, the lords of TREACHERY and DECEPTION, with their shady dealings, originate the DEFICIT of the GREAT INSTITUTIONS.

I CLARIFY. Not all the DEFICITS existing in the world are due to FELONY. Every rule has its exceptions and in many cases CARELESSNESS and NEGLIGENCE can create a DEFICIT.

The Technical Investigation Commissions must discover the causes of the said DEFICIT, regularizing the functioning in a positive sense of the Industry in question, so that the government may receive income and the prices of the other goods may not be altered, for the benefit of the people.

Chapter XVII

Chapter Seventeen: THE GREAT DANGER

In the last twenty years, what is called STATE CAPITAL has been spreading everywhere, in all LATIN-AMERICAN countries.

If we observe very carefully, we shall be able to verify that pernicious tendency of the State to take possession of every enterprise that produces juicy returns.

This STATE CAPITAL is rather what, with entire frankness, we may call STATE SUPER-CAPITALISM.

It is incongruous that all these LATIN-AMERICAN Governments should declare war against MARXISM-LENINISM and, on the other hand, be creating STATE SUPER-CAPITALISM.

Beyond all doubt, we can emphatically affirm that to create STATE SUPER-CAPITALISM is equivalent to preparing the ground for COMMUNISM.

The SOVIET SOCIALIST Regimes are based precisely upon STATE SUPER-CAPITALISM.

Under the pretext of intelligently planning the National economy, the MODERN STATE little by little takes possession of all enterprises. The reactionaries do not wish to understand that to freely plan the National economy is one thing and to exercise in totalitarian fashion ECONOMIC-POLITICAL CONTROL is another.

STATE SUPER-CAPITALISM and MARXISM-LENINISM are the same thing. It is absurd to reject the word MARXISM and to establish STATE SUPER-CAPITALISM.

At first sight STATE SUPER-CAPITALISM is fascinating in principle, especially when there is talk of NATIONALIZATION of petroleum, NATIONALIZATION of the ELECTRIC ENERGY enterprise, NATIONALIZATION of the railroads, etc., etc.

We cannot deny that the NATIONALIZATION of certain foreign enterprises is vital for the Nation, but what is serious is not the USE but the ABUSE; when the STATE ABUSES its powers, when it takes possession of all enterprises, it prepares the ground for MARXISM-LENINISM.

It is absurd to annihilate commercial, industrial, and agricultural liberty. It is a crime to take from the peasants their cultivated lands, their ranches, etc., under the pretext of making forest zones, sports fields, etc., etc., etc.

It is criminal to appropriate the productive industries of the people under the pretext of organizing, because then what is achieved is to disorganize and starve the people.

It is stupid to seize the most productive commercial lines under the pretext of planning, controlling, etc.

STATE SUPER-CAPITALISM destroys FREE INDIVIDUAL INITIATIVE, fundamental basis of DEMOCRACY.

When the STATE takes possession of the enterprises of the Nation, the country stagnates in its process because, instead of creating new enterprises, enormous sums of money are then invested to sustain those already existing.

The MONOPOLIES of the Government close the door to free competition, to free Initiative, with the aggravating circumstance of harm and backwardness, since, there being NO free competition, it may indulge in the bad taste of providing wretched service or giving poor quality in its products.

In practice we have been able to verify that every enterprise managed by the Government becomes sterile and Bureaucratic.

In the enterprises controlled and managed by the Government, there does not exist the creative impulse of the man who feels himself responsible. In its place appears only the type well recommended by some influential person, the astute politician who frequently arrives at a job that he does not know, at a work that does not interest him, because the only thing that is interesting to him is money.

This class of subjects abounds like noxious weeds and they may last in the job a month or a year; they are social parasites, people who consume much but produce nothing.

For the MONOPOLIES of the Government there exists no sanction. Who can sanction the Government?

Even when the service of the official Government enterprises is wretched, the people have no recourse but to bear it patiently, because the Government is the one in command.

For the abuses of the Government enterprises there exists no punishment, and as is obvious, the public servants become cynical.

The services of the Government enterprises become expensive due to political commitments and conveniences, and the people, the poor people, ever long-suffering and deceived, become the dupe, the victim.

STATE SUPER-CAPITALISM puts an end to individual LIBERTY and free INITIATIVE.

STATE SUPER-CAPITALISM is a MARXIST TRIUMPH, a COMMUNIST FIFTH COLUMN placed within the DEMOCRATIC countries.

In the UNITED STATES of NORTH AMERICA, the Harvardians or Fabian socialists work for the PEACEFUL REVOLUTION of MARXISM-LENINISM; they fight for the increase of taxes; education is obligatory in Schools of a Marxist Socialist type; the confiscation of lands, the centralization of enterprises and credits in the hands of the State as ABSOLUTE MASTER, etc., etc., etc.

MARXISM with its fifth column is gaining ground in all LATIN-AMERICAN countries.

All foreign credit is being channeled toward State Enterprises; credit institutions are increasingly obliged to allocate their funds to such enterprises.

Everywhere one can see that tendency to concentrate all the economic strength of the Nation in the hands of the STATE; that is MARXISM-LENINISM, MARXIST Revolution.

It is obvious that this kind of abominable policy requires a tremendous rise in taxes to sustain the whole BUREAUCRATIC apparatus and all the National and foreign commitments.

The losses suffered by those government enterprises are always covered with the money of the contributors.

At present there is hunger, much hunger; the capitalists fear investment in new enterprises because the State has become an enemy of free initiative, and wherever it finds an enterprise with juicy returns, there comes confiscation, or in the best of cases, the forced sale of the business to the GOD STATE.

It is very serious that LATIN AMERICA should at present live in a stage of MARXIST STRUCTURING.

THE SECRET ENEMY who hides behind all GOVERNMENTS and who knows how to use the RULERS in an astute manner has traced this whole Machiavellian plan, and it is already foreseen well in advance that once all the social sectors that might oppose them are weakened — RELIGION, country Capital, city capital, etc., etc., etc. — then will come the ARMED REVOLUTION to put an end to the whole Christian-Democratic order and to implant a new MARXIST-LENINIST-SOVIET type of order.

It seems INCREDIBLE that the very LATIN-AMERICAN GOVERNMENTS who have pronounced against COMMUNISM should be precisely the docile vehicles of the MARXIST FIFTH COLUMN.

Chapter Eighteen: A SOUND TARIFF POLICY

We shall take steps so that free Importation and Exportation of Merchandise may be permitted in the Mexican Republic, applying a Sound Tariff Policy, so that the Mexican people may use Merchandise of better quality, made with more advanced techniques and at a lower price, thus braking the Black Market of Merchandise, which in any event enters our country without any income to the Government, nor benefit to the People, who must pay high prices for Merchandise of poor quality.” (Alejandro Salas Linares).

CUSTOMS is the office where the duties on the importation of Merchandise are collected.

We call ADUARES (Bedouin camps) those wandering or roving Gypsy hamlets.

A HORDE is a troop of savages. This etymological relation among CUSTOMS (Aduana), ADUARES, HORDE, is truly tremendously significant.

The Tribe is Patriarchal; before the idea of a ranch, the said term carries the idea of family, of race, of tongue, of RELIGION.

Tribe is not to wander at random like the ADUAR, it is not a barbarous life like the HORDE, it is to traverse the world like a pilgrim.

The TRIBE is the hut of the Father and of the elder, the Hovel of the family, from which later came forth the palaces of pontiffs and Kings.

The ADUAR is Bohemian, vagabond. The HORDE is Savage. The TRIBE is Religious, political, familial, sacred.

ADUAR is a MOVABLE settlement, and ADUANERO (customs officer) is the employee of CUSTOMS who hinders and bothers travelers.

There exists an intimate relation between CUSTOMS and savage HORDES who, armed to the teeth, intimidate the passengers who arrive at the borders of any country.

The TRIBE is sacred in ITSELF; the HORDE is always barbarous. The CUSTOMS offices are protected by menacing HORDES who, with MACHINE GUN in hand, terrify the unfortunate travelers.

In past centuries there existed HORDES of BANDITS who on the roads assaulted the Stage-coaches to rob the GOLD, the women, and every kind of VALUABLE.

Now those HORDES are legalized with the CUSTOMS service. In these terrifying times travelers are assaulted at the borders with impunity.

Legalized VANDALISM is a million times worse than the TRIBE because the latter is in ITSELF sacred.

ORGANIZED and LEGALIZED VANDALISM at the borders, in the service of CUSTOMS, has nothing sacred about it; it is the barbarous HORDE that assaults with the law in hand, that robs under the protection of the Code, that disrupts the free transit of persons.

The SYSTEM of assaulting travelers on the roads and borders became official, was legalized and protected by the HORDE which instead of arrows uses machine guns; these are an evolution of the arrow itself.

Beyond all doubt we can affirm without fear of error that the pistol, the shotgun, the rifle constitute an EVOLUTION of the arrow, and that the bayonet is at bottom the same lance.

If we speak of a SOUND TARIFF POLICY, we must first of all understand that it is necessary to abolish CUSTOMS, since these benefit no one and harm everyone.

Beyond all doubt the only ones who BENEFIT from CUSTOMS are the customs officers, their protective HORDES, and the powerful lords of gold and silver.

The people, the poor people, deceived and exploited as always, never receive any benefit from such CUSTOMS, and indeed all the evils and injuries.

No country benefits from Customs Guards, but these legalized hordes enrich themselves with the contraband that they allow to pass. The business between Smugglers and Guards tends to be fabulous, and the people are the victim.

The Black Market of Merchandise never benefits either the people or the Government.

Free commerce, the free importation and exportation of Merchandise, without the hindrance of CUSTOMS, will end the Black Market and benefit all the LATIN-AMERICAN Nations.

It is urgent that all the Latin peoples of America may be able to buy Merchandise of better quality, made with more advanced techniques and at lower prices.

It is truly regrettable that in these times, the peoples have to pay high prices for Merchandise of poor quality.

Unfortunately the CUSTOMS make all imported goods expensive, and even when such goods are of poor quality, the people have to buy them dearly, since the importers must extract from the consumers the value of the importation.

The existence of CUSTOMS is NOT justified. The only ones benefited by CUSTOMS are the GUARDS, the PROFESSIONAL SMUGGLERS, the CUSTOMS BUREAUCRATS, and certain rogues of Society.

Customs corruption has reached such a degree that not even travelers have the right to carry a piece of fruit in their luggage for fear that the seed might be smuggled in, as if the whole earth were not our earth, our world, as if there were orange or apple seeds in only one country.

The sick people who travel no longer have the right to carry their medicines even when they are very ill, because the guards take them away without caring in the least about the health of the travelers.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight for the abolition of CUSTOMS.

The FREE importation and exportation of Merchandise, free commerce, will establish new bonds of FRATERNITY among all the LATIN-AMERICAN NATIONS.

The Free IMPORTATION and EXPORTATION of Merchandise without the hindrance of CUSTOMS will create an era of abundance and progress throughout LATIN AMERICA.

If we wish to put an end forever to the danger of the RED DEVIL, if we wish to ward off radically and definitively the MARXIST-LENINIST monster, we must make a BETTER WORLD, a free world, without CUSTOMS, without Black Market, without hunger, without misery, without exploitation.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY proposes to make of LATIN AMERICA the MODEL of the NEW ERA.

Free importation and exportation of merchandise, free commerce, will create the favorable atmosphere, the propitious climate for a better world.

The NEW ORDER will be created first in LATIN AMERICA and afterward in Europe, Asia, Africa, and Oceania. The reactionary, regressive, and retrograde people fear free importation because of Drugs, weapons, etc. Those poor people do not wish to realize that in any event all those things enter the country, even by contraband.

The NEW LATIN-AMERICAN ORDER must not be based on violence or fear.

Chapter XIX

Chapter Nineteen: CAPITAL

KARL MARX said: “PRIVATE CAPITAL IS A THEFT FROM THE PEOPLE.” THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY says: SOVIET STATE SUPER-CAPITALISM is a theft from the people.

CAPITAL belongs to those who work it; the workers work the CAPITAL; CAPITAL belongs to the workers.

The STATE does not work CAPITAL; CAPITAL does not belong to the STATE. The private owner cannot work the CAPITAL; he can only administer it, direct it, govern it.

In this there is an exception, and that is the case of small individual capitals, small businesses, small industries, cases in which the worker has to administer himself alone, where there are no employees.

To affirm that the OWNERS of those small capitals are THIEVES is to commit a CRIME against the people.

Let us now study the case of the GREAT CAPITALS, not the case of the small CAPITALISTS where the owner himself is ADMINISTRATOR and WORKER of his small business, where there cannot be employees because there is no way to pay them.

Let us speak concretely of every enterprise where there exists an EMPLOYER and a group of workers.

THE CAPITALIST really divides CAPITAL in the following way: 1st CONSTRUCTIONS AND MACHINES. 2nd RAW MATERIALS AND WAGES. The first is FIXED CAPITAL. The second is CIRCULATING CAPITAL.

The WORKERS are the ones who produce the profits on the CAPITAL, because the latter is contained in the goods manufactured by the former.

Without workers there exist no goods, and without these, the profits on capital would be impossible.

CONSTANT CAPITAL adds nothing but its own value to the new products.

Judiciously analyzing this question of profits on CAPITAL, we arrive by logical deduction at the conclusion that PROFITS belong to the workers.

This LOGICAL conclusion could be objected to, asserting that workers do not work for free, that they receive a WAGE, but if we appeal to mathematics, we come out triumphant with our conclusion.

The WAGE that is paid to the workers, however good it may be, can never be the exact equivalent of that fertile and creative work which produces such rich profits.

The workers of the GREAT ENTERPRISES produce enormous wealth, goods worth millions of Dollars, and receive only as payment miserable wages of hunger which scarcely enable them to live a wretched life.

The error of the GREAT CAPITALISTS consists in supposing that the LIQUID PROFITS are the result of their own abilities, forgetting lamentably the fertile and creative work of the WORKERS.

The CAPITALISTS remember at every INSTANT the original capital introduced into production — constructions, machinery, raw materials, wages, etc. — and suppose that for that reason they have absolute right over the liquid profits, forgetting in a lamentable manner the overwork, the difficult work, the complicated work of the workers.

Men, machines, raw materials, constructions, etc., have only one objective for the CAPITALIST, and that is, to produce rich liquid profits on CAPITAL.

The goods manufactured by the WORKERS contain within themselves in potential state the monetary profits that develop little by little during the process of commercial circulation.

Commerce in ITSELF can never produce goods; these last are manufactured by the workers.

The cost price of the goods is equal to the CONSTANT CAPITAL plus the VARIABLE capital.

The CAPITALIST adds to the cost price a benefit which is divided into earnings for the entrepreneur and into interest for the CAPITAL placed.

The cost price plus the benefit constitute the price of production, just as the CAPITALISTS establish and understand it.

SOVIET STATE CAPITAL DOES NOT SOLVE THIS PROBLEM. In the USSR the MASTER is the STATE and the people are the slave.

In RUSSIA the LIQUID PROFITS on CAPITAL fall into the hands of the SOVIET CAPITALISTS of a new type, under the form of WAGES for the “WORK” performed as members of the Management committees of the various enterprises.

Those subjects are “MEMBERS OF THE MANAGEMENT COMMITTEE” of this or that state enterprise only in name, since they do absolutely nothing, nor even pass by there, but they do indulge in the luxury of collecting fantastic and extraordinary wages superior to those received by those who do truly work.

Behind the great SOVIET STATE enterprises hide secret cliques which steal the liquid profits.

The list of the SOVIET MILLIONAIRES is made up of 940 astute and perverse individuals devoted to propagating the MARXIST-LENINIST principles.

In the USSR the workers work up to fourteen and sixteen hours daily for miserable hunger wages and without the right to eat what they wish, because everything is rationed and food can be bought only with a ration card.

The problem related to profits on CAPITAL is intelligently solved through the monthly distribution of the liquid profits among the workers of the enterprises.

Workers must be considered as industrial partners and not as paid slaves.

The distributable profit will be divided into two equal parts; the first will be distributed among the workers; the second will be left for the funds of the enterprise.

It is urgent to understand the necessary and indispensable reinvestment of capital with the intelligent purpose of NOT allowing the capital of the enterprise to be exhausted.

Workers and Capitalists will thus reconcile their opposing points of view, through the JUST distribution of profits on capital.

The public accountants will have to determine in each LATIN-AMERICAN country what percentage should be distributed according to the type of enterprise and the economic condition of the country.

It is necessary to define what the position will be in the case of sales of fixed assets; it is necessary to clarify the position that the workers will adopt in case the accounting is altered or other incomes are concealed; it is also urgent to clarify the concept of ENTERPRISE.

LATIN-AMERICAN CHRISTIAN SOCIALISM affirms that CAPITAL belongs to the workers and that the titular owners are only the ADMINISTRATORS.

LATIN-AMERICAN CHRISTIAN SOCIALISM defends free individual initiative and workers’ capital — this is better than falling into the claws of the RED DEVIL.

LATIN AMERICA is on the brink of a GREAT CATASTROPHE, and the only plank of salvation is CHRISTIAN SOCIALISM.

STATE CAPITAL DOES NOT SOLVE ANYTHING. STATE CAPITAL in fact creates a new type of slavery, and that is all.

It is absurd to throw oneself like a harlot into the arms of the SOVIET MONSTER.

It is very human and natural that every worker should long to reduce his working day and earn enough to live as well as possible. All workers wish to have more free time to enjoy themselves, to study, and to rest. In the countries of the free world, the working day has been reduced from 10 to 8 hours.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY at this moment is fighting for there to be established and regulated six hours of work in the day shift and five hours for the night shift.

Already in many countries it has begun to be achieved that the obligatory working day be reduced to 7 or 6 hours.

When MARXISM-LENINISM penetrates the democratic countries, cynically presenting itself as REDEEMER OF THE PROLETARIAT, beyond all doubt, it is not really the fate of the worker that interests it; it merely seeks to use him as a springboard to take possession of the whole social and economic mechanism.

In the United States, a wool suit for a man can be obtained with 32 hours of work.

In the USSR, a wool suit for a man costs 317 hours of intense work.

A cotton dress costs two hours of work in the United States.

In RUSSIA the cotton dress is obtained with 43 hours of work.

With the money earned in five minutes of work in the UNITED STATES, one can buy a pound of sugar.

In the MARXIST-LENINIST USSR one has to work 59 minutes to buy a pound of sugar.

A pound of coffee is bought in the United States with 37 minutes of work.

A pound of coffee is bought in the USSR with 27 hours of very intense work.

A pound of whole wheat is obtained in the United States with 7 minutes of work.

A pound of whole wheat is obtained in Russia with 70 minutes of work.

A liter of oil is obtained in the United States with 45 minutes of work.

In MARXIST-LENINIST RUSSIA whoever wishes to buy a liter of oil must work 12 hours.

In the UNITED STATES, a liter of milk is bought with 10 minutes of work.

In Russia it is necessary to work very intensely for 78 minutes to obtain the money needed to buy a liter of milk.

In the United States a pair of women’s shoes is obtained with five hours and five minutes of work.

In the USSR it is necessary to work 107 hours and five minutes to obtain the money needed to buy a pair of women’s shoes.

THE ENGLISH WEEK is something the SOVIET UNION would not even remotely accept.

In the USSR the workers have no right to anything other than work and work and work.

In 1959 the USSR initiated a new plan to increase industrial production on a grand scale, and two million young people of 15 years were recruited, enslaved, and forced to work for free, without any wage, by force, in Official Industry, behind which hides the secret clique of Communist multimillionaires.

Chapter 22: THE CASE OF CUBA

The liberty of the whole Western Hemisphere is in grave danger if something is not done about the case of CUBA.

The COMMUNIZATION of CUBA is fundamental for the Communization of all the Latin-American countries.

The CUBAN Communist TERROR MACHINERY accelerates its march from the year 1960, the AGRARIAN REFORM cruelly suppresses small property and marches pitilessly toward the establishment of the “SOVIET KOLKHOZ”.

Free elections have been suppressed in Cuba and every opposition to the Regime or every Anti-communist Movement is labeled COUNTER-REVOLUTIONARY, as if MARXISM-LENINISM were not regressive, Anti-revolutionary, conservative, and retrograde.

Multimillionaire Communist Specialists from the USSR coming from Poland, East Germany, Red China, are working intensely in CUBA in the Organization of the New Soviet State.

The new generations of Cuban children and adolescents are now sent to RUSSIA to learn there all that nauseating JARGON of MARXISM-LENINISM against which millions of workers of the SOVIET UNION uselessly protest.

The independent workers, the free workers, begin to disappear from Cuba because the state control of labor contracting advances in a catastrophic manner.

Cuban strikes no longer exist; they are forbidden because the state is considered OMNISCIENT, OMNIPRESENT, and OMNIPOTENT, without the right to err, infallible and Sovereign.

In CUBA the publicity machinery arises in terrible form to alter the truth, to misinform, to confuse, and to control in criminal fashion the minds of the multitudes.

The terrible G-2 Organization, advised by Russian Communists, infiltrates secret agents specialized in all the Social activities; many of them disguise themselves as rabid ANTI-COMMUNISTS in order to discover all the enemies of the Regime.

It is incredible but true that CERTAIN MULTIMILLIONAIRE NORTH AMERICAN COMMUNISTS infiltrated within the YANKEE Government have secretly fought for a MARXIST-LENINIST CUBA.

It was the YANKEE COMMUNIST MULTIMILLIONAIRES who caused the liberating expedition against CASTRO RUZ to fail, for only a column of 1,200 Cubans who were on the Islands of GRAND CORN and LITTLE CORN set out, and not the 7,000 who wished to do so from Florida and who were immobilized by superior orders of the Government, which invoked the Laws of Neutrality.

The poor Cuban expeditionaries did not receive at the last hour the support that the PENTAGON had offered the ANTI-CASTROITES.

The Cuban Resistance could not work in accordance with the expeditionaries, as a consequence of the latter being prevented from radioing orders from the United States.

In these conditions the liberating landing at the Bay of Pigs proved too weak and was crushed by SOVIET TANKS and PLANES.

It is the SECRET CLAN of the COMMUNIST MULTIMILLIONAIRES who sustain CASTRO RUZ.

COMMUNISM comes not only from RUSSIA but also from the UNITED STATES.

The AMERICAN STATE DEPARTMENT has become the protector of CASTRO.

In Cuba there exist more than 30 thousand Soviet soldiers. The Soviet fishing boats carry weapons and agents to various countries of LATIN AMERICA.

Chapter 23: TRUSTED EMPLOYEES

To obtain that the so-called trusted employees of all classes shall enjoy the advantages of the other workers, since at present they find themselves almost abandoned by the Federal Labor Law, and the Employers or companies in whose service they work abuse them; furthermore, once they are old or for no motive whatever, they are deprived of their work, without being given any benefit to which they are entitled for their services, remaining unprotected. At other times, without being old, they are dismissed from work without any remuneration whatever.” (ALEJANDRO SALAS LINARES).

The CAPITALISTS have invented a marvelous trick to steal the labor force of the workers.

That story of “TRUSTED EMPLOYEES” is the bait to catch the unwary; many workers feel secure with this “TITLE” and even boast to their fellows, saying: “I AM A TRUSTED EMPLOYEE”.

THE CAPITALIST TRICK of the “TRUSTED EMPLOYEES” turns out very expensive for the workers.

Thousands of “TRUSTED EMPLOYEES” throughout LATIN AMERICA are dismissed overnight from their work for the “CRIME” of being old, or because it pleased the employer.

There is a common saying that goes: “Either all sons or all stepsons.”

It is not just that some workers should have benefits and others have nothing; the Law must be for all, because no one is more than anyone; we are all human and have the same rights.

This TRICK known as “TRUSTED EMPLOYEE” is a FLATTERY, a false caress for the deceived workers.

“TRUSTED WORKERS” feel flattered with this false title without knowing that they are putting the rope around their own necks; raw reality comes to wake them up when, without any motive, the EMPLOYER puts them on the street.

Flattery (halago), as if we said FALAGO, comes from the Latin FALLO, FEFELLI, FALSUM, the same as FALSEHOOD, FALSITY, and FALLACY.

The poor flatter the rich, the favorite flatters the tyrant — that is the raw reality of existence.

The unemployed in the MARXIST-LENINIST countries are more numerous than in the capitalist countries, but it is clear that the COMMUNISTS hide this thorny matter in order to create the impression that in the “SOVIET PARADISE” everything is going very well.

When any country falls into the claws of the RED DEVIL, the enterprises dedicated to manufacturing articles of general consumption disappear, being “useless” in Communist “society,” and the poor workers go into the street, receiving no social benefit of any kind.

Nevertheless, this is not all; what is most serious comes afterward. Since those poor workers cannot find employment in other industries, they are left at the DISPOSAL of the STATE, and after being classified as vagabonds, they go to swell the ranks of the slaves condemned to forced labor for life.

The CAPITAL of the STATE and PRIVATE CAPITAL miserably rob the labor force of the workers.

We must fight to obtain just and true social benefits for workers laid off or dismissed for old age or other motives; but if the workers allow themselves to be deceived by RED propaganda and the iron curtain falls upon their countries, behind it the most criminal slavery that has ever existed in the world awaits them, the systematic slavery imposed by the secret enemy.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must put an end forever to that TRICK of the “TRUSTED EMPLOYEES” and obtain guarantees for all the workers without any exception.

Chapter XXIV

Chapter 24: RELIGIOUS FREEDOM

COMMUNISM is ATHEIST and MATERIALIST. COMMUNISM is intolerant and pitiless.

In millennial TIBET the CHINESE-COMMUNIST hordes committed frightful atrocities, violated nuns who were harming no one, murdered innocent Priests, tortured, imprisoned, persecuted thousands of RELIGIOUS folk.

In SOVIET RUSSIA communism murdered the entire CHRISTIAN ARISTOCRACY, the entire CHRISTIAN and MOHAMMEDAN CLERGY.

The OSTROVSKY PALACE was always the place chosen by STALIN for his great orgies; this was nothing new in the “SOVIET PARADISE”, since scarcely had the COMMUNIST REVOLUTION triumphed, around the year 1920, when every MULTIMILLIONAIRE MARXIST had his “DACHA” (COUNTRY VILLA) and his “HAREM”.

Near LENINGRAD, for example, several COMMUNIST POTENTATES took to the residence of the GREAT POTENTATE RAPPOPORT a great number of girls of the high RUSSIAN CHRISTIAN ARISTOCRACY, who were afterwards murdered; the same thing happened in KIEV with the daughters of officers of the Czarist army, who, allowing themselves to be deceived by the false promises of VOROSHILOV, gave themselves up to the Red Army in 1919.

LENIN himself personally, without any respect for his fellow human beings, committed the crime of entering the CHRISTIAN CHURCHES and dragging out the PRIESTS from there by the lash of the whip.

The greatest CRIME of KARL MARX was to have written that FARCE of DIALECTICAL MATERIALISM, a farce in which he himself never believed, since he had his own Religion, the Religion of his fathers.

In the Revue de Paris, Levi Baruch quotes a passage from MARX that is eminently RELIGIOUS (June 1, 1928).

In said passage KARL MARX defends the TALMUD, defends the RELIGION of his Fathers, speaks in favor of the prophets.

Every COMMUNIST knows very well that the first enemy of MARXISM was KARL MARX.

Truly KARL MARX never believed in the DIALECTICAL MATERIALISM that he wrote; KARL MARX’s DIALECTICAL MATERIALISM is a farce.

Already in our book entitled THE SOCIAL CHRIST we have demonstrated scientifically that the DIALECTICAL MATERIALISM of KARL MARX is pure CHEAP SOPHISTRY that never withstands a serious SCIENTIFIC ANALYSIS.

The COMMUNISTS are believing in what KARL MARX did not believe. The MATERIALIST MARXIST INTELLECTUALITY is ridiculous, frightfully comical. Those fanatic communists believe in the FARCE of DIALECTICAL MATERIALISM, and its author, its true author, always laughed at that farce; he never believed in it.

KARL MARX and ENGELS, besides being liars and frauds, were enemies of MEXICO. In the month of September 1847, when the North American armies were attacking MEXICO CITY, the COMMUNIST REVIEW published in London by KARL MARX and ENGELS said: “The NORTH AMERICANS continue to be engaged in a war with the MEXICANS. It is to be hoped that they will win it and take the greater part of MEXICAN territory.”

And a little later the perverse ENGELS added in “DEUTSCH BRUSSEL ZEITUNG” on January 23, 1848: “With due satisfaction we have witnessed the defeat of MEXICO before the UNITED STATES. This represents a step forward… The evolution of the entire American continent would lose nothing if the UNITED STATES, after taking possession of California, were also to take charge of the rest of the Pacific coast.”

MARX and ENGELS, the men who declared themselves enemies of MEXICO, are the same who appropriated the DIALECTIC of HEGEL to strip from it the METAPHYSICAL principles that its author gave it.

MARX and ENGELS converted the WISE DIALECTIC of HEGEL into an ABSURD and MATERIALIST DIALECTIC without any proof or foundation.

What is most serious is that neither MARX nor ENGELS believed in that DIALECTICAL MATERIALISM.

MARX and ENGELS knew that this was a farce created by them to destroy the Religions with the poisonous venom of SKEPTICISM, causa causorum of the state of moral DEGENERATION in which the REBELS WITHOUT A CAUSE of the new wave find themselves.

MARX and ENGELS received orders from the International secret clique of MULTIMILLIONAIRES that aim to create the UNIVERSAL SOCIALIST SOVIET REPUBLIC.

The SECRET ENEMY has always looked with great distrust and suspicion upon the RELIGIONS; he has seen them as a very grave obstacle to the development of his covetous plans.

This is the motive for which KARL MARX wrote his MATERIALIST DIALECTIC FARCE in which he himself never came to believe.

Chapter 25: WAGES

We shall take steps so that the wages of workers, private employees, bureaucrats, etc., shall be adequate in relation to the increase in the cost of living, as well as to have a real participation in the benefits, in proportion to the prosperity of the Industry or Commercial house in question, in order to achieve a sound base of affinity between the Employer’s Management and his work men, for at present there is a definite lack of knowledge on the part of capital concerning the needs and feelings of the worker; only in this way will it be possible to produce with a decrease in cost price and obtaining of the maximum benefit, achieving the increase of production and of wages. Chronic ills that obscure and separate both parties from their spirit of a truly sound relationship between capital and labor.” (ALEJANDRO SALAS LINARES).

If a worker earns 1,500 MEXICAN pesos a month, it may happen that his wage at that moment is in accord with the Standard cost of living; but if unfortunately the prices of articles of basic need rise, it is logical to say that the said WAGE remains below the Standard cost of living, and it is clear in every way that if the worker’s wage is not increased, he becomes unjustly condemned to misery; he will not be able to buy articles of basic need, and his whole family will be subjected to hunger and misfortune.

Wages cannot be stable because the Standard cost of living is not stable.

An excessive increase in the wage, when there has been no rise of any kind in the cost of living, may bring grave economic disturbances, an increase in the cost of living as a whole, catastrophe of capitals, etc., etc., etc.

Thus and only thus is a perfect economic equilibrium obtained within a high standard of living and good wages.

It is necessary to know how to regulate all values within a wise fiscal and tax system of production, consumption, supply, and demand, both Social and State.

When the workers receive a JUST and PERFECT wage in accordance with the cost of living, plus what corresponds to them by way of liquid profits on capital, there will be true affinity between the Employer’s Management and his work men, for at present there is a definite lack of knowledge on the part of capital concerning the needs and feelings of the worker; only in this way will it be possible to produce with a decrease in cost price and obtaining of the maximum benefit, achieving the increase of production and of wages.

Governments must intelligently regulate the VALUES OF CONSUMPTION, because if unfortunately these should be DIMINISHED in relation to the value of LABOR, there would then be imbalance in the trio: PURCHASING VALUE OF MONEY, VALUE OF LABOR, COST OF LIVING.

We need that said economic TRIO maintain perfect equilibrium, because only in this way is it possible to have abundance and FULL enjoyment of Social life.

An intelligent distribution of labor and wealth and a very just, prudent, and honest Fiscal Legislation are necessary.

Only thus, on the basis of rigorous COMPREHENSION, can we create a SOCIETY without hunger and without misery.

There must be perfect harmony between the Workers and the Employers, and this is only possible by putting an end forever to those chronic ills that obscure and separate both parties from their spirit of a truly sound relationship between capital and labor.

THE IMPERIALIST CAPITALIST SYSTEM is cruel and pitiless. The BOURGEOISIE is rotten to the marrow of the bones, and if we do not annihilate those chronic ills that originate and form conflict between workers and employers, we shall soon fall into the claws of the RED DEVIL.

Chapter XXVI

Chapter 26: A-HIMSA

A-HIMSA is the pure thought of HINDUSTAN; NON-VIOLENCE, the living foundation of the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY.

“HIMSA” means to want to kill, to want to harm, etc. “A-HIMSA”, then, is the total renunciation of all intention of death or of harm caused by VIOLENCE.

A-HIMSA is the opposite of EGOISM. A-HIMSA is DYNAMIC CHRIST-CENTRISM.

A-HIMSA is RIGHT ACTION. A-HIMSA is radical and one-hundred-percent practical LOVE.

THE CHRISTIAN SOCIALIST NON-VIOLENCE fights against the regressive and retrograde forces of IMPERIALIST CAPITALISM with ATOMIC BOMBS of WISDOM and cannons of LOVE.

THE CHRISTIAN SOCIALIST NON-VIOLENCE fights against the REACTIONARY and CONSERVATIVE hordes of INTERNATIONAL COMMUNISM with machine guns of CHARITY and tanks of COMPASSION.

THE ARMY OF WORLD SALVATION must rust the sword of the TYRANTS, never crossing it with a better-sharpened steel, but rather frustrating their hope by offering them no physical resistance.

The tyrants must find in the SOUL of every SOLDIER of the ARMY OF WORLD SALVATION a wall of STEEL against which the hordes of barbarism will dash themselves in vain.

This type of resistance, unknown to the TYRANTS, will first confound them and then oblige them to capitulate.

THE PEASANT WORKERS rule because if they do not bring food to the city, the people die of hunger.

The workers of ELECTRIC ENERGY rule because if they declare a TOTAL WORK STOPPAGE, the cities and the towns are left in darkness.

The workers of all the transport systems rule because if they declare a sit-down strike, the country is totally immobilized.

THERE DOES NOT EXIST upon the FACE OF THE EARTH a Government that can sustain itself in power with a TOTAL WORK STOPPAGE for an indefinite time.

The WORKING CLASSES have in their power all the levers of GOVERNMENT, and the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY can come to power without needing to fire a single shot.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY could never accept REVOLUTIONS OF BLOOD and SPIRITS.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will never accept firing squads, concentration camps, forced labor, and all those cruel procedures of barbarism and torture invented by the executioners of the extreme right and the extreme left.

Chapter 27: WOMEN WORKERS

We shall contend in order that there be set for women adequate wages that satisfy their needs and that they have a share of dividends in proportion to the gains of the enterprises or commercial houses. And those who find themselves in an interesting state should enjoy two months before childbirth of vacation with full pay, receiving the necessary medical care, and enter into rest three months afterwards with full pay for the same reasons stated above, plus the care of the new being, so that the children may be more useful to Society.” (ALEJANDRO SALAS LINARES).

It is NOT right that women should work in dispensaries of intoxicating drinks; it is completely absurd that women should find themselves placed in jobs that in fact come to relax their good customs and individual Ethics.

We consider it not only absurd but stupid that women should exercise underground or underwater work.

It is in every way a crime against humanity to place women in dangerous and unhealthy work.

It is monstrous that the fair sex should lose the sleep of the night so necessary for life, by being placed in industrial night work.

At present, in this dark epoch of IMPERIALIST CAPITALISM and ARCH-MILLIONAIRE COMMUNISM, both in the EAST and in the WEST of the world, the poor women workers are placed in night work to earn miserable starvation wages.

One needs to be a MONSTER, a HEARTLESS one, not to feel horror at so much injustice. It is frightful to see so many mothers of family doing dangerous work, greasing, repairing machines of various types, attending complicated mechanisms in motion, working with automatic cutting saws, knives, pile drivers, and various extremely dangerous apparatuses.

Thousands of women have died leaving children in orphanhood, all from working with detonating explosives, inflammable materials, gunpowder, inflammable substances, alkaline metals, etc.

At present many unfortunate honorable and working women are placed in unhealthy work where toxic substances are handled, and for this reason they are exposed to grave dangers of poisoning without the authorities doing anything to protect them.

In all the great cities of the world, thousands of women are occupied in artificial paint, handle white lead, lead sulfate, etc.

It is horrible to see so many unfortunate women handling complicated apparatuses and substances where there exist deleterious vapors and noxious dusts.

There also exist jobs that produce continual humidity, and some unfortunates have to perform them in order not to die of hunger.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY is willing to fight for women, to defend their rights, cost what it may.

Working women must earn good wages. Working women have the same rights as men and for that reason must receive monthly what corresponds to them by way of liquid profits on capital.

It is just that women in an interesting state should enjoy, two months before childbirth, vacation with full pay, receiving the necessary medical care, and then a rest of forty days to avoid complications, with full pay for the same reasons stated above.

It is just that both the WORKING MOTHER and her son or daughter should enjoy medical care.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY claims JUSTICE for working women.

Chapter XXVIII

Chapter 28: MINORS

We shall fight so that children under 16 years of age, or young people, do not work, and receive education from the State up to obligatory secondary instruction. Having fulfilled the said age, they may work with the consent of their parents — in case they do not have them, with the consent of the guardian they appoint — with a schedule of four hours in the day shift; three hours in the night shift; and three and a half hours in the mixed shift, endeavoring that they work in what they aspire to learn, so that upon reaching majority they will count on a trade. With the working hours mentioned, minors of both sexes may devote themselves to studying what they desire. Employers who do not comply with what is set forth shall have applied to them a strong fine sanction the first time and, on subsequent occasions, even prison; the wages shall be regulated under the terms mentioned in points 17 and 18, so that they may live honestly.” (ALEJANDRO SALAS LINARES).

This matter of minors is very problematic. In these times many minors must work to earn their living or to support their parents in misery or their small younger siblings.

It is just that minors under 16 years should not work, but there are cases in which it is indispensable for them to work, especially when they have an elderly father or a sick mother in misery.

These complex cases must be studied in depth by the Governments and put in order, regulation, law, so that these minors ARE NOT VILELY EXPLOITED.

It is just, it is indispensable that minors receive obligatory primary and secondary education.

Work for minors must be regulated in such a way that they have free time for study.

It is clear that we must fight so that minors under 16 years should not work when there is no strong motive for it; nevertheless, there exist exceptions that must be taken into account by the law.

In indispensable cases the minor must have a special license issued by the Government allowing him to work.

It is urgent that medical science examine minors and issue them a certificate in order to know whether they can really work.

It would be absurd in every way for the authorities to permit the work of minors in dispensaries of alcoholic beverages for immediate consumption, taverns, sales of liquor of every kind, etc.

It is absurd to place minors in underground or underwater work, since this type of work is very dangerous for their health.

By no means is it advisable to send minors to work in unhealthy and dangerous places, since it is clear that their organisms, in the process of development, can easily fall ill.

It is criminal to have minors work at jobs above their strength and in all those jobs that in one form or another retard the development of the body and mind of persons who have not reached the age of majority.

It is unjust to have minors work OVERTIME and on HOLIDAYS.

Minors and the elderly need special consideration, laws that protect them against exploitation and cruelty.

Today human cruelty is such that many minors even have to pay with their own blood the right to have a job; we knew the case of a minor who, although of weak health and very thin, had to allow blood to be drawn from him “SUPPOSEDLY” for the BLOOD BANK, an indispensable condition for the right to work in a certain government department.

There has never been so much cruelty; there is no pity for anyone; even the right to work must now be paid for with blood, with age meaning nothing to these monsters of imperialism.

Chapter XXIX

Chapter 29: THE HOUSING PROBLEM

We shall fight with the purpose of solving the housing problem that is presented in the densely populated cities, preventing the landlords from continuing to exploit the people with high rents for their hovels and, in certain cases, suffering insults and crimes, bringing with it the shameful eviction. On the other hand, the landlords do not rent their houses to families with children — an absurd and inhuman thing — for which reason it is urgent to construct for the people more multi-family colonies, Co-ownership Buildings, and individual Houses payable in monthly rents, with no down payment, leaving as guarantee the construction itself and the land, because the traditional custom of the people is to live in their own houses; said constructions must be made by State and non-State Institutes.” (ALEJANDRO SALAS LINARES).

We propose two projects for the fundamental solution of the housing problem.

First: Decongestion of Urban life, initiating an exodus that goes from the center to the Periphery.

Second: To construct a new type of hygienic dwelling for the people.

On the first point proposed, MEXICO CITY is a concrete example: the ZÓCALO is being left empty because new SHOPPING CENTERS and RESIDENTIAL ZONES have been opened in the periphery.

The second point proposed contemplates the possibility of constructing in the periphery of the cities a new type of more hygienic dwellings for the people.

Neighborhoods or Colonies with the marvelous system of FARMHOUSE-HOMES and very clean and well-treed streets, beyond all doubt offer a marvelous environment for the working classes.

The people need with utmost URGENCY new colonies, neighborhoods, or residential zones far from the congested center of urban life.

The traditional custom of the people is to live in their own houses; every family must have its own house.

It is indispensable that the houses can be paid for monthly in the form of rent or lease.

A down payment or a certain amount of money is not necessary to carry out the sale of a house. It is clear that the construction itself and the land can remain as guarantee.

The construction of dwellings for the People must be carried out through State and non-State Institutions.

Many construction enterprises could dedicate themselves to building houses for the people, houses that are paid for with the same rent money.

The people need new buildings, both for offices and for renting rooms or apartments to many individuals living alone, without family.

We could NEVER recommend that families live in Buildings, where children cannot play freely, where at all hours they are exposed to falling, to suffering accidents.

Yet Buildings may be useful to give shelter to many persons without family, or for offices and workshops, etc.

It is necessary to fight intensely to solve the housing problem.

Today the landlords are veritable cruel and pitiless DICTATORS; if the tenant does not pay for the filthy hovel where he lives, he is put on the street, even if he is sick, without work, and with many small children to support.

The price of rents for houses, rooms, apartments, etc., is each time higher and higher, and if the poor worker does not have money to pay two months in advance and cannot provide a good guarantor, he will have to sleep with his wife and children on the street or in the parks of the city or in jail.

In all the CAPITALS of the LATIN-AMERICAN countries, that notice which says: APARTMENT TO RENT (OR LEASE) or room, for couple without children, for honorable family without children, for gentleman alone, etc., etc., has already become very common.

This problem has become so difficult that the poor fathers of families have already had to resort to certain tricks to obtain housing. One of those TRICKS, and it is the most common, consists in saying that they are a couple alone without children even when they have a dozen, and then, after signing the contract and legally meeting all the demands of the landlord, the interesting part comes: when night falls all the children enter as contraband, and in the morning, even though the landlord may shout, scream, and thunder, it is too late: the children are in their house and no one can get them out of there.

It seems incredible that the Governments do not put a remedy to this matter. The landlords HATE children. The landlords are not disposed to give housing to children; for the landlords, having children is a crime, as if they themselves had not been children, as if children had no right to live.

This kind of CRIMES against the people, this hatred of the landlords for children, should be punished by the Governments.

It is indispensable that the TENANTS organize themselves; it is urgent that they form unions to fight for their rights. Union makes strength; all united we shall conquer.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY fights for the housing problem.

The laws presently in vogue, issued by the Legislative power, favor the landlords, but not the tenants.

It is urgent to know that the Legislators ARE LANDLORDS, owners of many dwellings and buildings, and it is logical that they legislate as best suits their own interests.

The people need popular housing, and we must fight intensely until we solve this grave problem of housing that is presented in the densely populated cities.

Chapter XXX

Chapter 30: LIFE INSURANCE

To take steps before the offices dependent on the Government, until obtaining Life Insurance in all its modalities, to cover the needs of every worker, of the various branches of Industry, Commerce, Bureaucrats, private and public employees, including trusted ones, Military and Farmers, taking into consideration the economic value that the latter represent in the nourishment of the MEXICAN people.” (ALEJANDRO SALAS LINARES).

We consider that life insurance in its present state is of no use, because it does not favor all citizens. In the Homeland there must be no discrimination — either all sons or all stepsons.

The Christian Socialist Doctrine teaches that every human being, from the moment of birth, must have the right to life insurance.

Life insurance for every human being born can be founded upon National savings.

In accordance with our Christian Socialist Doctrine, it is possible to save by spending.

Saving must NOT be done from wages because this causes privations of every kind; saving must be done on the basis of consumption — this seems paradoxical and contradictory, but so it is.

In accordance with our Latin-American Christian Socialist Doctrine, the greater the degree of consumption, the greater the degree of saving, since the individual will have full right to participate justly in all the taxes with which consumption is charged.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY says that both production in its primary state, and consumption, must be taxed.

The greater the degree of consumption, the greater the degree of production; the greater the degree of production and consumption, the greater the degree of taxes; the greater the degree of taxes, the more National saving; from National saving may come life insurance for every human being from the very moment of birth.

If consumption is taxed, if one cannot even buy a sheet of paper or a needle without paying tax, it is logical that at every hour the human being is saving, because no one can live without consuming.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY fights for the CO-PARTICIPATION OF TAXES AND FISCAL TRIBUTES BETWEEN THE STATE AND THE INDIVIDUAL.

Our MOTTO is: ALL FOR ONE AND ONE FOR ALL. This is COLLECTIVE SOCIAL MUTUAL COOPERATIVISM. We all consume, we all save; from NATIONAL SAVING let LIFE INSURANCE for the INDIVIDUAL come.

The word INSURANCE (SEGURO) is very SACRED, and with it one must not play nor deceive anyone.

INSURANCE is a formal, solemn word; it shall be fulfilled without any defect; a word in which there is not, nor can there be, any deception.

To be certain is a logical virtue. To be secure is a moral, religious, and political virtue.

The certain belongs to a philosopher. The secure belongs to a Saint. LIFE INSURANCE must not fail.

Today INSURANCE is not SECURE; one is playing with the word; a RADICAL TRANSFORMATION of INSURANCE is urgent.

We need to take steps, to fight, to work to achieve LIFE INSURANCE in all its modalities; insurance that covers the needs of every worker, in the various branches of Industry, Commerce, Bureaucrats, private or public employees, including trusted ones, military, farmers, masons, street vendors, shoemakers, barbers, etc., etc., etc.

Either all sons or all stepsons, but let INSURANCE be SECURE for all citizens, let it not fail.

Chapter XXXI

Chapter 31: WAGE DEDUCTION

Deduction from the WAGE is pernicious because it creates the NOMINAL SALARY. The latter unfortunately leads to the lowering of the STANDARDIZATION of the STANDARD OF LIVING, bringing the worker to the world of misery and discontent.

We must distinguish with entire meridian clarity between what is the NOMINAL WAGE and what is the REAL WAGE.

The WAGE that today the worker receives is a BAREFACED FRAUD, because he certainly does not receive the pay that has been assigned to him; he only receives a NOMINAL WAGE, but not a REAL WAGE.

The mighty of the earth wish to extract from the worker’s WAGE money for RETIREMENT, LIFE INSURANCE, SEVERANCE, Cells number this or that, dues of I don’t know what or I don’t know when, charges and surcharges for this or that, etc., etc., etc.

In sum, the poor workers are never paid their REAL, COMPLETE WAGE; they are always robbed, always defrauded, always exploited, subjugated, and miserably enslaved.

State CAPITAL or private CAPITAL, all the capitalists are the same; all rob the labor force of the workers.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight before the INDO-AMERICAN Governments for the INTEGRITY OF THE WAGE.

Governments must calculate accurately on a TAXABLE MATTER that yields sufficient monetary wealth to defray all the expenses demanded by social needs.

Just as the father of a family must create and know how to manage wisely the family budget, so too must the STATE intelligently create and wisely manage the Budget of the Nation.

We need a real Budget for Retirement, Pensions, Severance pay, etc.

We need a REAL BUDGET for LIFE INSURANCE. Our Theory is based on the CO-PARTICIPATION OF THE FISCAL TRIBUTE THAT THE STATE OBTAINS FROM PRODUCTION AND CONSUMPTION WITH THE PHYSICAL PERSON.

Only with this formidable basis of CO-PARTICIPATION OF THE FISCAL TRIBUTE can a true BUDGET for LIFE INSURANCE really be created.

SAVING for social needs must never be done by means of deductions from WAGES, because this causes privations of every kind, hunger, misery, discontent, etc.

Our system of saving by spending, just as we have explained in the preceding chapter 29 of this book, is formidable, since every individual of the Nation, even the poorest of all citizens, will have full right to participate justly in all the taxes with which production in its primary state and consumption are charged.

No human being can live without consuming, and if production and consumption are taxed, there will then be a National saving immensely powerful enough to DEFRAY ALL THE EXPENSES that the needs of all the workers and citizens in general demand, without making deductions from the WAGE, because such deductions are truly CRIMINAL.

Nevertheless, we do not deny that our THEORY confronts a powerful obstacle, a terrible enemy, and this is the CORRUPTION of the present National Governments.

HEADS of STATE travel abroad “SUPPOSEDLY” on goodwill tours, but at bottom always, or almost always, what they seek are CREDITS for the NATION.

It is painful to say, but it is the truth, that of the many millions acquired supposedly to undertake GREAT NATIONAL WORKS or to remedy the needs of the Homeland, the greater part goes to end up in the pockets of the Rulers.

Every outgoing PRESIDENT leaves his successor enormous holes, terrible debts that the new Ruler must pay, and none of this does the people ever know, because the Governments have a saying that goes: “DIRTY LAUNDRY IS WASHED AT HOME.”

The reality of all this is that the people, as always, have to pay with taxes and more taxes all the debts of the Rulers. The people are always the DUPE.

In these conditions it is clear that our system of saving by spending must fight against this grave inconvenience. The Governments of these times cannot accept our theory because they have to pay the debts left by the outgoing Governments and fill the holes formed by new commitments necessary to enrich the Rulers.

It is also urgent to know that every outgoing President leaves in their posts, or within the Bureaucratic hive, thousands of Drones that do not produce, but that do consume and exert pressure upon the new ruler.

If a New Ruler wished to accept our theory of saving by spending, he should begin by eliminating from his Government all the parasitic BUREAUCRATS left by the outgoing President.

If a Ruler wished to accept our THEORY of SAVING BY SPENDING, he should begin by declaring to the People the TRUTH of all these things, and after taking out all the social parasites of the Bureaucracy left by his predecessor, have the courage to place within his Government only his own people.

Only HONEST, upright, scrupulous Rulers could accept these propositions, and this class of men is today very difficult to find, because everyone who comes to power is full of commitments and therefore needs to burden the people with taxes and more taxes.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight thoroughly for the INTEGRITY of the WAGE.

Chapter XXXII

Chapter 32: THE TRANSPORT PROBLEM

To work in order to solve the problem of transport in its different branches: Terrestrial, maritime, and aerial, making them more efficient; that new ways of communication be installed; that railroads be constructed which communicate all the peoples along the coasts, both of the Gulf of Mexico and of the Pacific; a railroad which communicates the Pacific Ocean and the Gulf of Mexico, passing through the most appropriate place in the center of the Republic, thus facilitating the transport in general of the Peoples.” (ALEJANDRO SALAS LINARES).

This problem is not only of MEXICO. The Transport Problem is very serious; it afflicts all of LATIN AMERICA.

Although it may seem incredible, it is true and very true that in many places of IBERO-AMERICA, automobiles are still unknown, despite our being in the full twentieth century.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight intensely in all INDO-AMERICAN Countries to solve this very grave problem of transport.

It is urgent to establish in all the countries of LATIN AMERICA new ways of communication and new penetration railroads and highways that enter into the deepest jungles.

Brazil has enormous and gigantic Amazon Jungles, very rich and unexploited, where the human foot has not arrived; those jungles could be conquered by man if ways of communication and penetration were opened.

Those jungles could feed all of humanity if they were really exploited.

Here itself, in MEXICO, we have in CHIAPAS deep jungles never trodden by man; if those jungles were conquered, if those jungles were colonized, millions of human beings could eat from them.

The Colombians, Venezuelans, Peruvians, etc., etc., etc., have very rich virgin jungles which could be conquered with new ways of communication for the good of humanity.

The DEMOGRAPHIC problem is very grave, and within the capital cities themselves the transport problem becomes each day more difficult.

As the population increases, the transport problem grows more complicated.

In many cities to take a TAXI is as difficult as winning the Lottery, and people even kill one another when a free taxi passes by.

It seems incredible that people should fight and even kill one another over a TAXI; horrible is this so-much-praised CIVILIZATION which is in its agony.

Millions of workers suffer for lack of a BUS, OMNIBUS or TRUCK, streetcar or train.

A multitude of workers lose their jobs by arriving late, and they arrive late for lack of transport.

A multitude of desperate students plead for a “lift,” that is, a ride, the favor that anyone might take them out of charity — it does not matter who, so long as they are taken so as not to miss classes at their School.

There is a lack of new Railroad lines for the towns, for the villages, for the cities.

The peasants suffer for lack of transport; sometimes they have to walk entire days on foot or on muleback to reach the place where the train station or highway is.

Fish does not arrive fresh to the cities for lack of transport; provisions, tomatoes, oranges, papayas, etc., etc., are spoiled for lack of transport.

It is necessary to fight to solve this grave problem of TRANSPORT.

Chapter XXXIII

Chapter 33: CIRCULATION AND TRAFFIC

To take an interest until achieving the solution of the traffic problems of the Federal District, as well as the cities of the States where the problem of vehicle congestion is presented, since this brings danger to pedestrians and passengers in reaching their destination, for the traffic agents, motorcyclists, for any motive detain the public service or private vehicles, causing this loss of time and consequently delay in their labors; and needless to say if there is a crash of cars, instead of resolving the matter immediately, rendering the respective expert report, taking photographs to see the position of the vehicles — said work must be done by the traffic agents and motorcyclists, for it is to be supposed that these are technicians in the matter — but the opposite happens; as if it were the work of Romans, the vehicles remain many days and even months at the places of the accident, causing trouble to the People.” (ALEJANDRO SALAS LINARES).

All these problems of circulation and traffic affect not only MEXICO CITY, but all the cities of the World.

That an automobile should crash into another and there should be a few dead and injured, that a car should kill a defenseless elderly person or a child playing on the public way is something more common than potatoes and onions; it does not surprise anyone — but what does cause AMAZEMENT to every truly CONSCIOUS man is the lack of MORAL RESPONSIBILITY of the authorities of circulation and traffic.

If truly the authorities of circulation and traffic of the various cities of the world knew how to fulfill their DUTY, a single accident would suffice for a radical change to be provoked immediately in the entire system of circulation and traffic of the city.

Unfortunately there is lacking in our authorities that sense of MORAL RESPONSIBILITY.

The authorities of circulation and traffic of all the cities of the world live off the people, eat from the people, have the power that the people have conferred upon them, but they do not LOVE the people; if they LOVED them, they would protect the life of each and every citizen.

If automobiles give us a great pleasure, if they are useful for transport, but they kill thousands and millions of people, then we find ourselves before a GREAT DILEMMA: either destroy them or radically change the whole system of circulation and traffic of the cities, because all pleasure, all comfort at the cost of the lives of our fellow human beings is CRIMINAL. We must not allow ourselves the luxury of enjoying or having comforts at the cost of the lives of our fellow human beings.

The authorities of circulation and traffic of all the cities of the world, in tolerating this kind of problems related to the MOVEMENT of all kinds of VEHICLES, become in fact accomplices of the crime.

It is absurd to mix on the public way the circulation of cars and pedestrians.

The transit of automobiles, streetcars, etc., within densely populated cities must be underground or by defined roadways forbidden to pedestrians and with overpasses to avoid crashes at corners.

The streets must be exclusively for PEDESTRIANS; only thus can the lives of the citizens be duly protected.

The law must be applied equally to vehicle DRIVERS and to IMPRUDENT PEDESTRIANS.

It is absurd to detain on the streets or public ways the public-service vehicles or private cars, because this causes loss of time to persons, delay in their labors, etc.

It is absurd that crashed vehicles should remain parked at the place of the accident, interrupting traffic.

Traffic Agents and motorcyclists must be technicians in their trade; they must render the immediate respective expert report, take photographs to see the position of the crashed vehicles, and then clear the public way so as not to interrupt the free movement of cars.

It is in every way unnecessary for accidented vehicles to remain parked at the place of the accident, causing trouble to the People.

Every Traffic Policeman, every motorcycle agent, must be a technician in his branch, an expert, an intelligent and capable man.

In the large densely populated cities it is necessary to open new commercial centers in strategic places and in the periphery and to distribute the Government offices, Banks, Factories, etc., etc., throughout the whole city, with the intelligent purpose of decongesting the center.

Traffic congestion must not be permitted, because this brings accidents.

The wise distribution of markets, factories, offices, Banks, Government Palaces, etc., and new rapid avenues, can decongest the center of every densely populated city.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight intensely to achieve the solution of the traffic problems of all the cities of LATIN AMERICA.

Chapter XXXIV

Chapter 34: PUBLIC SERVICES

We shall work until obtaining that for all Towns and Colonies of the Federal District there be constructed and installed pavements, drainage, public baths, Sports fields to exercise the various Sports, roads, highways for the transit of vehicles; that the towns lacking potable water be endowed with the precious liquid.” (ALEJANDRO SALAS LINARES).

These problems are not exclusive to MEXICO. All of LATIN AMERICA has these same problems.

Not only do the capital cities need paved streets, drainage or good sewers, public baths, Sanitary services or W.C. distributed in the Urban zone, etc. — small cities and towns also need this kind of services, and THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must strive for the intelligent solution of these problems.

The cities and the towns need Sports fields to exercise the various Sports; this is a vital necessity for youth.

We have said it and we repeat that at these hours of the TWENTIETH CENTURY there still exist people so isolated that they do not even remotely know automobiles.

This is a tremendous truth — incredible but certain. Highways are needed with utmost urgency.

All the towns and cities of LATIN AMERICA need indispensably clean and pure potable water.

In many towns of LATIN AMERICA there does not exist AQUEDUCT service, and the inhabitants must bring water from very distant rivers or torrents, or buy it at extremely elevated prices.

During our travels through LATIN AMERICA, we knew a GREAT CITY where the people were obliged to drink filthy water, black water SUPPOSEDLY transformed by scientific means, according to the Doctors.

The river that supplies that city, after collecting all the black waters of another nearby city, passes through some deficient filters so that the poor people may drink it.

Many are the sick persons in that VICTIM-CITY, but the DOCTORS say that said water is “MARVELOUS”, and since they always have the last word in these matters, the poor people have to drink that FILTHY water even though they die.

Every city, town, village, etc., must have magnificent public services, good sewerage or drainage, public baths, sanitary services or W.C.

A city is really a COLLECTIVE HOUSE, a house of all and for all, a GREAT HOUSE that must have MAGNIFICENT SERVICES.

Now we understand why the ANCIENT CITIES were surrounded by walls and closed with GREAT STEEL GATES.

The REGENT OF THE CITY, MAYOR, or principal authority, is the one who has in his power the keys of the COLLECTIVE HOUSE, the keys of the city.

The house must always be clean, in magnificent conditions, with marvelous public services, etc.

Chapter XXXV

Chapter 35: OPPOSING FORCES

The multiple and bloody fratricidal struggles which unfortunately have been occurring in these latter times throughout the length and breadth of our beloved LATIN-AMERICAN land have at bottom one and the same root with an unmistakable flavor.

It is a matter of the ABOMINABLE COMMUNISM which fights to the death throughout the entire world, which wants the UNIVERSAL SOCIALIST SOVIET REPUBLIC with its capital wherever may best suit its interests.

All those convulsions, all those Social and political cataclysms of the various LATIN-AMERICAN countries, have SOVIET roots.

It is not a matter of local trifles, as many naïve bar-stool or coffee-shop “intellectuals” suppose.

The RED forces that scourge the old World, that destroy entire countries, that put an end to THEOCRATIC TIBET, that drown HUNGARY in blood, that one day raise the wall of IGNOMINY in martyred Berlin, are the same that provoke tremendous crises in the various LATIN-AMERICAN countries.

THE RED DEVIL believes himself very wise; he mocks ETERNAL VALUES; he launches tremendous cultural offensives of an absurd materialist type throughout the entire roundness of the earth.

The force of the mental assault grows and becomes more technical in the subjugation of the child who goes to School, of the working man and of the masses ever long-suffering and deceived.

In these times of MORAL DEGENERATION, the virus of COMMUNISM infiltrates softly, now through the vice-ridden little boys of EXISTENTIALISM, now through the professor poisoned with the dish of DIALECTICAL MATERIALISM — a farce written by an imbecile with the purpose of deceiving fools — now through the worker who has gone astray on the path of the “SOVIET PARADISE”, etc., etc.

No VIRUS can damage the organism if the latter has magnificent organic defenses.

The CHRISTIAN SOCIAL ORGANISM must strengthen itself and fortify its defenses if it truly wishes to resist successfully all the attacks of the RED VIRUS.

LATIN AMERICA must organize itself for the GREAT BATTLE. We do not mean by this VIOLENCE; we are not speaking of REVOLUTIONS OF BLOOD AND SPIRITS, nor of new concentration camps, walls and firing squads.

The UNITED STATES OF LATIN AMERICA, the IBERO-AMERICAN countries, must study our SCIENTIFIC DIALECTIC just as it is written in our book entitled THE SOCIAL CHRIST.

There is needed a COUNTER-OFFENSIVE of the SCIENTIFIC CULTURAL type, a full dissemination of our CHRISTIAN SOCIALIST principles.

LATIN AMERICA must be CONFEDERATED to make a GREAT AND STRONG NATION.

THE UNITED STATES OF LATIN AMERICA, after transforming themselves through a CHRISTIAN SOCIALISM of superior type, can and must transform the world.

Where there does not exist hunger, illness, and ignorance, there CANNOT be COMMUNISM.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY thinks and wishes to TRANSFORM FIRST LATIN AMERICA and then the WORLD.

Chapter XXXVI

Chapter 36: PUBLIC EDUCATION

We shall initiate our efforts in order that there be established Schools, Boarding and Day-Boarding Schools for children of the humble class, where food and School supplies be provided, with the sole requirement that they be of the lower class (humble class) and with the desire to study, to be regular students with an average of grades of (7) seven; said Schools must be constructed by the Secretariats: Public Education, PUBLIC HEALTH and ASSISTANCE, Private Beneficence, and also by the enterprises, commercial houses, and Unions, with the end of educating their unionized members and the previously mentioned ones for the Education of the children of their workers and employees.” (ALEJANDRO SALAS LINARES).

In martyred HUNGARY, many tens of thousands of children, girls, and women were assigned to the anguished and terrible tasks of demolishing the ruins left by the World War.

There the poor children, instead of going to School, weeping and suffering under the communist boot, had to carry upon their tender backs bricks, stones, and every kind of construction materials.

Many were the victims of collapses, and when they left work, their small hands were nothing but calluses and blisters, and their clothing, miserable communist rags.

Thousands of Hungarian students were forced in past years to work in the construction of highways.

The Hungarian Students also had to open tunnels and Viaducts, and to crown the misfortune, the less apt, those unfortunates considered “UNADAPTABLE,” were intentionally placed at the most dangerous points.

In the already famous ANNA PAUKER Project of the marshes of the river Prut, the Statistics tell that of 3,000 youths who for three consecutive months worked among water and cold, forced by the “COMRADES,” EIGHTY percent returned to their homes with a DIAGNOSIS of Tuberculosis; such is the “SOVIET PARADISE”.

The problem of PUBLIC EDUCATION is very grave; everyone wishes to abuse the mind of children, each one wishes to mold it to his taste, as he sees fit; in MUSSOLINI’s time in ITALY, PUBLIC EDUCATION was FASCIST, and with HITLER in GERMANY, Education had to be necessarily NAZI a hundred percent.

The intellectual liberty of the child is NOT respected, and besides there is hunger; many are the children who, if they have breakfast, do not eat lunch, and if they eat lunch, they do not have breakfast.

Thousands are also the children who have no money to buy school supplies, and all this is looked upon with frightful indifference by the School Authorities.

Special Schools are needed for poor children, Schools where they are given food, clothing, school supplies, medicines, etc.

The poor indigent children must dress very well, eat the best possible, and enjoy all the advantages that the School and Society must give.

It is truly NOT a CRIME to be poor, and if children are not protected, they later become bandits, swindlers, freeloaders, communists, etc., etc.

It is necessary to COMPREHEND that if the SCHOOLS for the humble class of the PROLETARIAT have no beauty, elegance, and distinction, they will only serve to create in the minds of the children the INFERIORITY COMPLEX.

Those Public Education Schools resembling PIGSTIES for swine; those Schools resembling filthy prisons, only serve so that the children end by abhorring study.

Those Schools of MISFORTUNE and PAIN, of humiliations and scoldings, of hunger and nakedness, etc., only serve to create the RESENTFUL, enemies of Society.

Elegant BOARDING and DAY-BOARDING Schools are URGENT for the children of the most humble class.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight for elegant Educational establishments for the children of the most humble class.

The children of today will be the men of tomorrow, and if those children are not given what is necessary, if they are raised with hunger, nakedness, and humiliations, the result for the Homeland will be CATASTROPHIC.

Chapter XXXVII

Chapter 37: NEW PROFESSIONS

We shall fight until obtaining that the various Educational Institutions declare obligatory, in addition to Primary instruction, Secondary instruction, constructing sufficient Schools — Primary, Secondary, Preparatory, Professional — and establishing new Professions. For example: National School of Econometrics, National School of Experts, etc. To permit the entrance of all students who aspire to continue studying a Profession, without any hindrance being placed upon them, without the hoax of the admission examination that is presently customary, since this nullifies the end-of-year examinations, and only the students of good family, with sufficient influences or money, are admitted. We shall take steps so that in the Preparatory Schools only academic subjects be imparted, doing honor to the name of the said Schools.” (ALEJANDRO SALAS LINARES).

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight in all the countries of Latin America to elevate the cultural level of the peoples.

It is necessary that the new generations enjoy a superior type of Education.

Primary Education is not sufficient; Secondary education is urgent, and besides this must be obligatory.

It is necessary that the male and female students who go through Primary and Secondary instruction receive technical preparation to earn their living.

Regrettable is the spectacle presented by many young people who upon leaving School do not know how to work, do not have technical preparation to earn their living.

That matter of bachelors with hunger is something horrible — bachelors who go here and there begging an employment, and the sad customary reply of Bosses and Sirs: come tomorrow, we shall take you very much into account, when there is a vacancy we will receive you, etc., etc.

It is indispensable that in all the Primary and Secondary Schools, industrial workshops of Carpentry, Shoemaking, Tailoring, Toy-making, etc., etc., be established.

The classic professions of DOCTORS, LAWYERS, and ENGINEERS already constitute a vicious circle within human Society.

New professions are needed for the new Generations; the National School of ECONOMETRICS, the National School of EXPERTS, etc., offer new possibilities for youth.

Here in MEXICO there exists the hoax of the admission examination for those students who wish to enter this or that university profession. Such examination in fact NULLIFIES the end-of-year final examinations.

This means that the end-of-year examinations are of no use; this is a hoax to place hindrances upon the aspirants to this or that faculty.

Normally only those who enjoy many influences and money are admitted to the faculties, the so-called “WELL-BORN CHILDREN,” that is, the children of the wealthy.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight for the PEOPLE and for the PEOPLE. Let no hindrances be placed upon the CHILDREN OF THE PEOPLE, upon the CHILDREN of the long-suffering and needy classes. From the PROLETARIAT must come the Doctors, the Lawyers, the Engineers, the Econometricians, the Experts, the Dentists, the Military, etc., etc.

The STRENGTH OF THE NATIONS lies in the PROLETARIAT, and THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY fights for the cause of the PROLETARIAT.

Chapter XXXVIII

Chapter 38: PEOPLE’S PROFESSIONALS

To insist before whoever may correspond, in order to obtain professionals of the various branches at the service of the People, with the end of advising and helping to solve the problems that may be presented to them, so that there should not appear, as at present, intellectual MONSTER PROFESSIONALS knowing what happens on the Moon or any other Star and what are the metals of the spectrum of Sirius, etc., etc., but who are ignorant that upon the earth there are families that suffer from hunger and misery as a consequence of the parasitism of the wealthy class.” (ALEJANDRO SALAS LINARES).

We have to recognize that today there are brilliant INTELLECTUALLY MONSTER PROFESSIONALS of lucid appearance and great speech, for whom the people are something that has not the least importance.

That class of social parasites filled with tremendous know-it-all wisdom feel the most tremendous contempt for the long-suffering and needy classes.

It is those SCOUNDRELS who intimidate their children with phrases such as these: Study, my son, study, if you do not later wish to wield pick and shovel to be able to live; study, because if you do not study, you will become a shoeshiner, a barber, a newspaper vendor, a carpenter, mechanic, mason, etc., as if those professions were a crime, as if humble work were a dishonor, as if the multiple trades of the people were a crime.

The people do not need SCOUNDRELS; the people do not need those MONSTER PROFESSIONALS; the people, the poor long-suffering people, deceived and exploited always without any mercy, want people’s professionals and for the people.

The people need to be assisted by people’s professionals, by professionals of the Proletariat, by the authentic and true MEN OF WORK.

All those know-it-alls of the intellect are of no use if they are not at the service of the people.

All the workers’ guilds need people’s professionals, of SUITABLE professionals.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must insist before whoever may correspond, in order to obtain professionals of the various branches at the service of the People, at the service of all the workers’ guilds, with the end of advising and helping to solve the multiple problems that may be presented to them.

Those powerful intellectuals who think only of their own personal and selfish interests, those MONSTERS of the INTELLECT who feel no pity for their fellow human beings, those SCOUNDRELS who do not concern themselves with the fate of the people, who look with infinite contempt upon the people who work for the people, are beyond all doubt social parasites, useless, harmful, and prejudicial.

The people do not need those parasites who consume much and produce nothing; the people do not need those DRONES.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY wants BRILLIANT INTELLECTUALS, but they must be at the service of the people, must concern themselves with the people, must work for the workers’ guilds.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY never pronounces against the INTELLECT or against CULTURE. Our Party only pronounces against the enemies of the people, against social parasites, against those MONSTERS OF THE INTELLECT who despise the people, who are not at the service of the people, who do not work for the people.

THE SOCIAL HIVE does not need DRONES: We want suitable Professionals at the SERVICE OF THE PEOPLE.

All the WORKERS’ GUILDS, all the Enterprises, Industries, country people, workers of the railroads, highways, Petroleum wells, Mines, people who work as Sailors or in the Fishing Industry, etc., etc., need Doctors to cure them, hospitals, clinics; Lawyers to resolve their problems, to defend them, to protect them; Engineers to orient them and direct them technically; Petroleum, Agriculture, Electrical, Mechanical, Architectural Engineers, etc. School Teachers for their sons and daughters; Dentists, Public Accountants, Economists, etc.

The worker who wishes to build his house needs help, an Architect to assist him.

The worker’s wife needs a doctor for childbirth. Medicines. The sick worker needs immediate care.

PEOPLE’S PROFESSIONALS are needed; thousands of workers succumb for lack of medical assistance; a multitude of workers are in the prisons paying unjust sentences for lack of lawyers to defend them. Thousands of workers have suffered work accidents that have left them without arms, without legs, invalid, blind, for lack of Mechanical Engineers at the opportune moment or because the Construction collapsed due to lack of assistance from the Architect, etc.

The People are exploited; they have been miserably exploited; they have been criminally deceived, but they are not assisted; they are miserably abandoned without any pity.

The BOURGEOIS REVOLUTION put an end to the Feudal Epoch; it took the power from the Feudal Lords, from those terrible Lords of the Gallows and Knife, owners of lives and estates, but this was done by deceiving the people; the BOURGEOIS made themselves masters of power, and the people, as always, continued vilely exploited and humiliated.

Now we are in the fatal epoch of the IMPERIALIST REVOLUTION of the SOCIALIST SOVIET type; the BOURGEOIS little by little are losing power, and all the sources of National Wealth are being concentrated in the STATE; this is being achieved by deceiving as always the people, promising them marvels.

The people continue to be exploited now as always; the IMPERIALISTS exploit and sack the purse of the poor workers, but they do not assist them; the MONSTERS OF THE INTELLECT despise the people; they want from the people only power and money, that is all.

The IMPERIALISTS, through the system of deceiving the people, are now taking possession of the power.

The long-suffering and humiliated people must awaken from that state of unconsciousness in which they have lived.

The people must demand; they have the right to demand because they are the ones who sustain the Governments.

The people need ASSISTANCE; the Governments are obliged to give the peoples complete assistance in all the BRANCHES, whether in Medicine, in Technique, in Law, in Economy, etc.

Brilliant PROFESSIONALS are a necessity of the people, are obliged to serve the People, must serve the People.

Chapter XXXIX

Chapter 39: TOURISM

We shall cooperate so that Tourism in our Country may be increased, founding new attraction centers — Towns, Hamlets, Restaurants, Hotels, Guest Houses, Cultural Centers, Constructions of new thermal water baths, and similar Businesses — in the picturesque or traditional places of the Nation, since with the income on a great scale from Tourists, Mexico obtains greater economic gains, exchange of culture, sales of Merchandise, and increase of our National economy.” (ALEJANDRO SALAS LINARES).

This matter of TOURISM is vital for the economic progress of all the LATIN-AMERICAN Nations.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must fight in all the Countries of IBERO-AMERICA for the increase of Tourism, since that is a rich source of income on a great scale.

Tourists go where they are treated well. If one wishes to increase Tourism, it is necessary not to exploit the visitors, to energetically sanction all those who in one form or another exploit the Tourists.

It is urgent to simplify the paperwork, not to interrupt the free transit of persons with so much documentation, payments, stamps, and inconveniences.

Some countries of LATIN AMERICA have raised around themselves a veritable GREAT WALL OF CHINA, with so much migratory paperwork and so many multiple demands and requirements; those countries are harming themselves, causing themselves a frightful economic damage by closing in this manner the door to the Tourists.

Tourism is always a rich source of income for any country, and to despise it turns out to be a stupidity.

If one wishes to increase Tourism in each Latin-American country, one must found new attraction centers — Towns, Hamlets, Marvelous Restaurants, Magnificent Hotels, Guest Houses, Cultural Centers, Swimming Pools, Magnificent Thermal Baths, and similar businesses in picturesque places.

With the rich income from Tourism, each country can obtain greater economic gains, exchange of culture, sales of Merchandise, and increase of its National economy.

All the LATIN-AMERICAN Countries can and must increase Tourism; all the Nations of INDO-AMERICA have picturesque and traditional places, beautiful waterfalls, archaeological ruins, sublime mountains, deep valleys.

It is shameful that still at these hours of life and in the full twentieth century, Tourists should find themselves surrounded by gendarmes armed with machine guns at the very instant of arriving at a border.

Tourists who visit a country in pursuit of healthy pleasure certainly receive an unpleasant impression when they find themselves surrounded by so many guards armed to the teeth, when their fingerprints are taken as if they were murderers, when they are submitted to tremendous and frightful interrogations as if they had committed a great crime by the very fact of arriving on a visit to a country.

Many Tourists are assaulted in the Migration buildings; they are robbed of what they carry in the Customs; they are intimidated, threatened, and even ordered to leave the country immediately.

We knew the case of an honest farmer who, upon arriving in a certain country, was threatened with death by the Guards, despoiled of his money, of his garments, of the gifts he was carrying for his family, etc., etc.

All these things, all these abuses, such a state of barbarism, discredits the Nations, exposes them to be judged as backward, to be classified as barbarous.

The visitors, the guests, must be treated with courtesy, with respect, with dignity.

Chapter XL

Chapter 40: SQUATTING

We shall fight in order that there be resolved once and forever the problem that has been called squatting, with a Presidential decree that confirms the possession of the settlers of the land where they have been living for more than five years, acquired by purchase, being Mexicans of origin, to avoid that opportunists or foreigners take advantage of such a situation, thus avoiding interminable civil or criminal trials. Example: San Gregorio Atlapulco, Xoch., D.F. At present the landowners sell the lots up to four times: once the settlers have built and paid the last installment and the value of the land has increased, another owner emerges and sells again at higher price to the same settlers, under threat of eviction, and so on successively.” (ALEJANDRO SALAS LINARES).

The problem of SQUATTING assumes in all the countries of LATIN AMERICA the most varied forms.

In MEXICO this problem is very grave, because that matter of having to pay for a piece of land four and five times under threats of eviction reveals, signals, a frightful disorder.

Beyond all doubt, in MEXICO a PRESIDENTIAL DECREE is urgently needed to confirm the possession of the settlers of the land where they have been living for more than five years. This same measure can be applied in any other country where this problem is repeated.

Judiciously analyzing this situation, we have to make evident the concrete fact that in these times there exists a great deal of exploitation in that matter of the sale of lots.

The authorities must investigate thoroughly all that relates to the buying and selling of land.

Everywhere, in all countries of LATIN AMERICA, unheard-of cases occur that astonish by the lack of honesty of certain people.

Many lots, many lands have been invaded just because, with no other law than that of violence, and the SQUATTERS, once they take possession, do not get out so easily; and if they do, it is at the cost of much money, lawyers, etc.

There is no doubt that in all this there is much to investigate in each country of LATIN AMERICA.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must investigate this problem of SQUATTING in a very detailed manner within each country of Ibero-America.

The forms that SQUATTING assumes in the LATIN-AMERICAN continent are multiple, its variants innumerable.

We have known the case of POWERFUL LANDOWNERS who, without the least scruple and based exclusively on the law of the strongest, have not the least inconvenience in invading the land of the neighboring worker.

We have seen the cunning with which the invaders of another’s land advance; the tricks that they use to steal a little more land; the wall they raise where they ought not to raise it, etc., etc.

Daily, innumerable quarrels, disputes, lawsuits occur as a consequence of this which here in MEXICO we call SQUATTING.

Truly in all this there is a lack of laws; there does not yet exist a true order.

Beyond all doubt this is MATTER for much study; the leaders of THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must investigate and study very carefully this matter as it takes place in each country; only thus can we truly establish a new order.

Chapter XLI

Chapter 41: NATURAL RICHES

To propagate by all means within our reach, with the purpose of preserving the natural riches of the soil and subsoil that exist in the Country, whether substitutable or non-substitutable, and that the search for new natural resources or natural riches be intensified, that may serve as RAW MATERIAL to the established Industries and those that may be installed, so that they may propel our Mexico to the summit of progress.” (ALEJANDRO SALAS LINARES).

In all the countries of LATIN AMERICA there exist enormous riches in the soil and in the subsoil that we must know how to exploit and conserve wisely.

LATIN AMERICA commits the error of selling to the foreign powers its RAW MATERIALS at laughable prices, at miserable prices, and the powerful enterprises return said RAW MATERIALS converted into very expensive Merchandise, comparable only in accordance with the Dollar Standard.

Almost all the mines discovered in LATIN AMERICA have fallen into the feline claws of foreign enterprises.

The great ANGLO-SAXON, TEUTONIC, etc., etc., enterprises very tranquilly exploit in LATIN AMERICA all the mines of GOLD, SILVER, COPPER, DIAMONDS, etc., etc.

The GREAT SAXON, TEUTONIC, FRENCH POTENTATES, etc… The GREAT TRUSTS, FOREIGN MONOPOLIES, lease the wells of Petroleum and exploit them and ruin them miserably without any pity.

The Great MAGNATES of PETROLEUM, of GOLD, of SILVER, of DIAMOND, of COPPER, also exploit the WORK FORCE of the WORKERS, paying the latter with starvation WAGES, while those gentlemen enrich themselves with the riches of the soil and the subsoil of the Nations.

Those GREAT JOINT-STOCK COMPANIES, those powerful TRUSTS, MONOPOLIES, etc., which beyond all doubt are veritable daggers driven into the very heart of the Sovereign and independent Countries.

All those powerful foreign enterprises constitute in fact an outrage against National independence and Sovereignty.

It is regrettable that the liberty conquered with so much blood on the battlefields should now be stabbed and mortally wounded.

Behind all the NOMINAL GOVERNMENTS truly hide the REAL GOVERNMENTS, constituted by the GREAT JOINT-STOCK COMPANIES, the powerful TRUSTS, MONOPOLIES, etc., which secretly control the Rulers by means of Bribery, with GOLD, with adulation, with wealth, etc.

It is those GREAT POWERS that remove and install presidents; it is those FOREIGN POTENTATES that exploit the soil and subsoil and pay the workers with laughable WAGES; it is those POWERFUL LORDS of the WORLD that obstruct the path of National development, that maintain LATIN AMERICA in a state of UNDER-DEVELOPMENT.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight in each country to preserve the riches of the SOIL and SUBSOIL, whether these be substitutable or non-substitutable.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will intensify the search for new natural resources or natural riches that may serve as RAW MATERIAL to the Industries established in each country and to those that may be installed, so that they may propel our MEXICO and in general each IBERO-AMERICAN country to the summit of progress.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight for the NATIONALIZATION of all the enterprises that now exploit the riches of the soil and the subsoil.

Chapter XLII

Chapter 42: MARKETS

We shall take steps before whoever may correspond, until obtaining that the regulations of the markets which order them closed at two or three p.m. be modified and permitted to be open all day, and that the merchants who wish to continue working may do so without being bothered by the authorities, for in this way greater facility is given to the People to buy their goods that satisfy their needs, since many persons cannot make their purchases at the hour at which said Markets are presently open. This shall be applicable to the Commercial houses of all classes, if they so desire.” (ALEJANDRO SALAS LINARES).

In almost all the cities of LATIN AMERICA there exist regulations related to the schedule of the markets.

The tremendous increase of population complicates life, and this requires modification in the regulations of the markets.

Today it is fitting that the Markets function continuously day and night, since in this way greater facility is given to the Peoples so that they may buy the goods that satisfy their needs.

In other times, when we did not have a DEMOGRAPHIC problem, when life was simpler, we could allow ourselves the luxury of closing the Market at five or six in the afternoon, but today such a schedule is absurd.

There are many merchants who wish to continue working at night, and there are thousands of persons who need to buy; the Governments must give the Peoples facilities so that they may progress economically.

This Modification of the schedule related to the Markets must extend to the commercial houses.

The countries that have increased TOURISM must pay the utmost attention to the schedule of the Markets, because many Tourists wish to buy at night, and the merchants must earn money — they need it.

With the stomach full, there is no Communism. The ABOMINABLE plague of COMMUNISM is the result of hunger, misery, illiteracy, and illness.

The Governments must modify the Regulations of the Markets, permit continuous commerce so that the peoples may progress economically.

It is necessary to know, it is urgent to understand, that with the increase of population, COMPETITION is intensified, and if the SCHEDULE is limited, the possibilities to obtain that which is called MONEY diminish frightfully.

To open possibilities to COMMERCE is equivalent to warding off the hunger of the peoples.

The antiquated schedules are at odds with the raw reality of the present; they are retrograde, regressive, reactionary, and harmful.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight before whoever may correspond, to achieve that the regulations of the Markets that order them closed at this or that hour be radically modified.

The times have changed, and now it is anachronistic that the markets should be closed at five or six in the afternoon.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY pronounces against CAPITALIST IMPERIALISM and against COMMUNISM, because it wants LIBERTY.

Chapter XLIII

Chapter 43: PRICE CONTROL

We shall help with the purpose that the prices of merchandise that have been fixed be controlled with all rigor, and that the immoral Merchants who alter the said prices of merchandise fixed by the Government or by any other Commercial institution be applied a sanction — the first, prison; the second, prison and cancellation of permit or license — in addition to balancing the prices of the merchandise most in demand with State Commercial Houses.” (ALEJANDRO SALAS LINARES).

The true means of earning much consists in not wishing to earn too much.

All good things are cheap. All bad things are dear.

Avarice is the mother of cruelty, and merchants are in the majority very avaricious.

After order and Liberty, the science of administrative economy is one of the most essential things to a Free Government; Economy wisely administered is always a guarantee of relative Peace.

Governments must always control prices, but in an intelligent manner to avoid evasions of the control.

It is necessary to know how to control those who control if one wishes to make the price control effective.

The Price Control Board must always have secret investigators with the purpose of controlling prices.

To make food expensive is a crime against the people; in LATIN AMERICA there exists what is called HIDDEN HUNGER, because fish and meat have been set at prohibitive prices.

Merchants advance many reasons to make life expensive; in this they are true “artists,” marvelous comedians, extraordinary clowns.

The general object that all laws pursue, or should pursue, is to better the total life of the community. We must not forget that men display great generosity when it is a matter of attenuating or justifying their crimes.

In these times of WORLD CRISIS, the Governments dictate many laws that CREATE CRIMINALS, but few that really punish them.

There exist Laws that regulate the STATUTE of persons and of Society, Laws on Migration, Laws on Vehicle Circulation, etc., but there do not exist effective Laws that truly control the exchange of things, values, and Merchandise, which are of public order and of basic importance for the peoples, being of an economic-social character.

Many times we see in the windows of the stores: suits worth 400 and even 500 pesos; a month later that quantity is crossed out, and the suit turns out worth 200 pesos, no more. This means that the astute merchant at the beginning earned more than a hundred percent and on all the sales obtained good gains, because no merchant is so foolish as to sell at a loss.

It is these immoral ones who keep the PROLETARIAT dressed in rags.

No humble Proletariat can buy elegant suits; the exploiting merchants have in this way forbidden the MEN OF WORK to dress decently.

Truly an effective price control is lacking; today the only sanction that in the various countries of LATIN AMERICA has been imposed on SUPER GAINS is the levy of a percentage, which in fact authorizes these honorable thieves of commerce to exploit the people freely.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will strive so that the prices of merchandise may be controlled with all rigor.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight against those who starve the people.

Chapter XLIV

Chapter 44: TAXES

We shall work in order that the tax systems presently in force be exhaustively studied, in order to unify and solve the tax problem that weighs upon the taxpayers and that holds the people of MEXICO (AND ALL THE PEOPLES OF LATIN AMERICA) in check. Said problem shall convoke the taxpayers and the People in general to find a more adequate system of taxation.” (ALEJANDRO SALAS LINARES).

There exist two fundamentally useful and indispensable TAXES: 1 — TAX on PRODUCTION. 2 — TAX on CONSUMPTION.

In both, the co-participation of the tribute between the natural person and the STATE can justly be established, separating a percentage for the natural person. (See chapters 29 and 30 of this book.)

At present there exists a true CHAOS in the tax systems; what should not be taxed is being taxed, and what should be taxed is not being taxed.

It seems incredible that unfortunate fathers of families who depend for their subsistence and that of their family on humble and insignificant businesses are unjustly burdened with a multitude of absurd taxes, while on the other hand the idle bachelor or the vagabond who frequents the CABARETS or the POKER PLAYER, the perverse GAMBLER, are charged no tax of any kind.

It seems incredible that the HEAD of family who has enough money to throw a party at his house is charged no tax, while on the other hand the workers of the various Guilds are burdened with multiple taxes.

It is necessary, it is urgent, to exhaustively study the tax systems, to select them justly for the good of the Latin-American peoples.

This matter of taxes must be studied carefully in each country, in each town, in each village.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will study this problem thoroughly in each of the countries of IBERO-AMERICA in order to find an adequate solution for it.

It is urgent to convoke the taxpayers and the People in General with the purpose of studying the problem as it should be, in order to find a more adequate system of taxation.

In this matter of taxes, the most frightful corruption has now been reached; in some countries of IBERO-AMERICA the horse, the donkey, the chickens of the poor peasant workers are already being taxed.

In the fields the HENCHMEN of the GOVERNMENT go about prying into the lives of the poor peasants, asking them if they eat or not, and at what hours they eat, and what they eat, and whether the chickens lay or not, and how many chickens lay and how many do not, and whether the horse or the donkey walks or not, is useful or not, etc… All with the purpose of burdening with taxes the peasant workers, the men who give food to the people who live in the city, the men who feed the peoples.

What would become of the human multitudes if the workers of the countryside did not bring food to the cities? It is beyond all doubt much corruption to burden with taxes the peasant workers.

Truly one needs to be very perverse to dare to burden with taxes that calloused hand that is giving us food. The peasant workers must not be bothered with taxes; they are truly paying the right to live by bringing food to the cities, feeding millions of human beings.

To the workers of the field one must give, but never take from them; without them, millions of human beings who inhabit the cities would die of hunger.

The study of the tax systems is very delicate, and must really be studied very thoroughly in an exhaustive, deep, minute, detailed manner.

There are truly many TAXES that need to be suppressed, and many taxes that need to be created.

Chapter XLV

Chapter 45: PUBLIC HEALTH

We shall contend so that our members obtain Medical services, Medicines at wholesale price, as the I.S.S.S.T.E. presently does, or at a better price if possible. We shall install laboratories for the elaboration of Merchandise, and these shall be attended by workers belonging to the LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY, achieving income to satisfy the needs of both the workers and the Union, with the purpose of establishing Industries or Commercial Houses, that is to say, reinvesting the gains obtained. Of course this will be done when we have sufficient economic means.” (ALEJANDRO SALAS LINARES).

It is necessary to understand that public health is in fact a social problem that must be duly attended to by the Government.

Hospitals, Doctors, Medicines, Funerals, Dentists, etc., etc., are a Social question, and for that reason must be absolutely under the control of the Government.

The taxes on consumption and on production in its primary state will permit forming a NATIONAL SAVINGS strong enough to attend completely all the problems related to public health.

It is just that from the National savings the Individual should participate. It is unjust that the Individual should have to pay with cash from his own wage Doctors, Medicines, Clinic, Dentistry, etc., etc.

It is also unjust that the expenses of Funerals should be at the expense of the workers.

All these matters are in fact a question of public social order, and therefore it is the National Government that must intelligently manage them.

The funds or capitals for the payment of Doctors, Medicines, Clinics, Hospitals, Ambulances, Dentists, Burials, etc., etc., must, as we have already said and again repeat, be drawn from PRODUCTION in its PRIMARY STATE and from CONSUMPTION as it is distributed to the People, thus establishing the THESIS sustained by the CHRISTIAN SOCIALIST DOCTRINE, the CO-PARTICIPATION OF TAXES AND FISCAL TRIBUTES BETWEEN THE STATE AND THE NATURAL PERSON, that is to say, the INDIVIDUAL.

ILLNESS is a Social problem and consequently must be at the charge of the State — the pharmacopoeia of specifics, exoneration of every hospital charge, likewise in Dentistry; moreover, persons must be cared for in comfortable hospital-sanatoria. The burial of every person must also be at the charge of the STATE.

It is necessary that we begin this process of SOCIAL TRANSFORMATION related to Medicine and Public Health in General, fighting to obtain Medical services and Medicines for all members of the Latin-American Christian Socialist Party at wholesale price.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight to obtain laboratories for the elaboration of Medicines, and these shall be attended by workers belonging to our PARTY.

By reinvesting the gains, we shall have money to establish everywhere Industries or Commercial Houses where thousands of Christian Socialist workers may have work.

Nevertheless, all this is only the beginning; the process of CHRISTIAN SOCIALIST TRANSFORMATION goes further.

It is necessary that all the PEOPLES of LATIN AMERICA solve satisfactorily the PROBLEM of PUBLIC HEALTH.

At present millions of persons throughout LATIN AMERICA die for lack of medical attention.

At present millions of human beings succumb for not having money to buy medicines or to pay the consultation of the DOCTOR.

The Hospitals of LATIN AMERICA are veritable pigsties for swine.

Chapter XLVI

Chapter 46: THE CHRISTIAN SOCIALIST PROGRAM

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY makes its own and will make in the Future all problems that have not been mentioned in this program and those that may appear with new social needs; they shall be studied, processed in a manner analogous to those already cited above. Likewise, the present Program shall be modified in accordance with the new problems that may be presented.” (ALEJANDRO SALAS LINARES).

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY well resolves the following fundamental basic problems:

Well-being during life and rest in the PRE-DEATH of the person.

Improvement of the “Standard” of life, with a permanent level of subsistence, better food and housing, better education of the children and culture in general of the family, etc.

Not to have the preoccupation of fear of tomorrow, having to save at the cost of food, clothing, dwelling, etc., since with Retirement and Pension, old age and disability and needs covered, the STATE protects the person and family in any circumstance — analogous protection to that of the Military and Sailor.

Reduces unemployment, since by the retirement of the Retirees, the unemployed succeed them in the posts.

Saving is obtained through consumption, without any privation.

The just retirement of the human Machine from work at a discreet average of life of 55 years, since in America the average life is at 50 years — equality that all workers of any Social class must have.

Social problems are truly multiple and each day new and new problems arise that THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY must include within the program.

Our program may have some modifications in accordance with the local needs of each LATIN-AMERICAN country.

Fertile and creative work must be considered by the Governments in four basic aspects:

In that of the privilege of NOT being burdened by any deduction, as we have already said, and that it should serve man only as a weapon of the struggle for life for his subsistence.

A supreme remuneration in comparison with the Standard cost of life, that is to say, to live life with a high level of subsistence, which is equivalent to the general well-being of the family granted by a comprehensible, magnanimous, and just Home Statute.

A well recognized right to rest, at an average age of life that oscillates between 50 and 55 years, with a well-paid retirement.

To have been protected by the State in the new rights of peoples in accordance with our program.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will never accept the REVOLUTIONS of blood and spirits that have infected the whole world.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY initiates the REVOLUTION of the CENTER, the PEACEFUL REVOLUTION, firm in its Policy of NON-VIOLENCE, NON-RESISTANCE TO EVIL.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY pronounces frankly against IMPERIALIST CAPITALISM and against COMMUNISM, and in general against every Policy of EXTREME RIGHT or EXTREME LEFT.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will never accept any type of DICTATORSHIP, even if it has the best intentions.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will fight throughout Latin America against HUNGER, ILLNESS, and ILLITERACY.

THE LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY will convert LATIN AMERICA into the Political, Social, and Economic MODEL of the NEW ERA.

Chapter 47: THE CONFEDERATION OF LATIN-AMERICAN STATES

General Charles De Gaulle wishes that an imposing Assembly of Nations should join with France with the specific purpose of forming a third force that may give world politics perfect equilibrium.

The President of France addressed his appeal to more than fifty countries that have achieved Independence in the last twenty years, and that, he said, “are subject to Ideologies that compete desperately among themselves.”

De Gaulle added that an assembly of nations such as he was calling for would have to possess “CLEAR VISION AND BE SUFFICIENTLY DECIDED TO DIRECT THE GREAT STRUGGLE THAT MAN MAINTAINS TO FREE HIMSELF FROM HUNGER, MISERY, AND IGNORANCE, THROUGH A COOPERATION WITHOUT SECOND INTENTIONS.” He then spoke of an equilibrium in which each nation would find its appropriate place.

Charles De Gaulle wishes to establish a France–Uruguay axis. Charles De Gaulle wishes to establish a third position with the Bloc of Latin-American countries.

It is regrettable that the LATIN-AMERICANS are asleep; it is terrible that they do not yet understand the tremendous world mission that LATIN AMERICA has to fulfill.

It is NOT precisely France nor any other European country called to establish the THIRD WORLD BLOC — THE THIRD WORLD POLITICAL POSITION.

THE THIRD FORCE cannot be established by any European nation, because all Europe is bottled up in tremendous antiquated and anachronistic prejudices.

THE THIRD POSITION will be established by LATIN AMERICA; the NEW ORDER will be established by LATIN AMERICA.

We do not deny the spiritual and cultural bonds, the Latin origin and Christianity, that link Latin-America with France, but in addition to all this, the Latin-American Race has INDO-AMERICAN blood.

The Latin-American Race, a mixture of the Western INDIAN with the LATIN, has in fact something new in its blood, something new in its ideas, something new in its politics.

Let us venerate and respect France and all the Latin Nations of Europe, but that which transforms is never the old but the new. Latin America represents a new Race with new ideas and purposes.

It is LATIN AMERICA that is called to TRANSFORM World politics; it is Latin America that is called to establish in the World the THIRD FORCE.

The LATIN-AMERICAN CHRISTIAN SOCIALIST PARTY and the CONFEDERATION OF STATES OF IBERO-AMERICA constitute a new political and economic phenomenon that transforms the World.

THE GREAT LATIN-AMERICAN FAMILY, composed of free and sovereign NATIONS, can and must be CONFEDERATED, each nation preserving its Independence and Sovereignty.

THE UNITED STATES OF LATIN AMERICA, together with the CHRISTIAN SOCIALIST PARTY and its NEW LATIN AMERICAN DOCTRINE, have been called to establish the THIRD WORLD POLITICAL POSITION.

It is URGENT that all of LATIN AMERICA understand with URGENCY the hour we are living and the need for a CONFEDERATION of STATES.

The LATIN-AMERICAN population is the SIXTH SUB-RACE of the GREAT ARYAN RACE.

It is absurd that people of the same language and Race should be divided by Nationalist fanaticisms.

LATIN AMERICA is in FACT and by its own right a GREAT NATION that is called to INITIATE a new era amid the AUGUST THUNDER of thought.

The CAPITAL of the UNITED STATES OF LATIN AMERICA may be established in any Latin-American country through the system of popular vote.

No country would lose its Sovereignty and Liberty. The Government of the UNITED STATES OF LATIN AMERICA is constituted by individuals of all the Latin-American countries.

The First Magistrate would be elected by all of LATIN AMERICA through free elections.

Thus all of LATIN AMERICA, converted into a GREAT AUTONOMOUS and SOVEREIGN NATION, would in fact become the FIRST WORLD POWER.

Today we celebrate with immense rejoicing that the citizens of the various CENTRAL AMERICAN countries are already advancing in the development of this luminous idea related to the CONFEDERATION of LATIN-AMERICAN STATES.

We still remember when we visited the REPUBLIC OF EL SALVADOR some ten years ago; we then heard speeches of the Mr. President of that brother country proposing the CONFEDERATION OF CENTRAL-AMERICAN STATES.

Now the citizens of Central-America travel throughout CENTRAL AMERICA without need of a visa.

It is URGENT to launch ourselves into a thorough struggle for the CONFEDERATION of LATIN-AMERICAN STATES.

We wish that LATIN AMERICA may understand that its hour has come.

LATIN AMERICA must awaken from its millennial lethargy with the firm purpose of INITIATING THE NEW ERA.

LATIN-AMERICAN CITIZENS! OUR HOUR HAS COME!
